This chapter shall be enforced by the Director
of Community Development.
Any person who fails to comply with the provisions
of this chapter, shall be guilty of an offense and, upon conviction
thereof, shall pay a fine of not less than $100 nor more than $1,000,
plus costs of prosecution. Each day during which any violation of
this chapter continues shall constitute a separate offense and shall
be punishable as such.
