The candidate receiving the highest number of votes at the election shall be declared elected to the vacancy of the longest term; the candidate receiving the second highest number of votes shall be declared elected to the vacancy of the next longer term; if there are three vacancies, the candidate receiving the third highest number of votes shall be declared elected to the vacancy of the next longest term; if there are four vacancies, the candidate receiving the fourth highest number of votes shall be declared elected to the vacancy of the next longer term; and if there are five vacancies, the candidate receiving the fifth highest number of votes shall be declared elected to the vacancy of the shortest term.
