The Board of Trustees of the Village of North Syracuse, recognizing the importance of municipal planning as an increasingly vital aspect of the health, welfare and economic well-being of present and future residents of the Village, has decided to establish, pursuant to the provisions of Article 12-A of the General Municipal Law, a Village Planning Commission of seven members to replace the present Village Planning Board composed of five members.
There is hereby created a commission which shall be known as the "Village Planning Commission" which shall replace the Village Planning Board, which is hereby abolished.

The Village Planning Commission shall consist of seven members, all of whom shall be appointed by the Village Board of Trustees. Of the seven appointed members, initially three shall serve for a period of three years, two for a period of two years and two for a period of one year. Thereafter, all such appointed members shall serve for a period of three years. Appointments shall be effective as of the annual meeting and shall terminate as of the annual meeting in the respective years. Vacancies on the Commission shall be filled by appointments for unexpired terms only. Not more than 1/3 of the members shall hold any other public office in the Village. If the Board of Trustees deems it advisable, the Secretary to the Commission may receive such compensation as may be fixed from time to time by the Board.
Immediately following their appointment, the members of the Planning Commission shall meet, organize, elect such officers as they may deem necessary, and adopt and later change or alter rules and regulations of organization and procedure consistent with Village ordinances, local laws and state law. The Commission shall keep written records of its proceedings, which shall be available for public inspection. Election of officers shall take place annually at the first meeting of the Planning Commission.
The Village Planning Commission shall have all the powers and duties presently exercised by the Village Planning Board and such other powers and duties as may be granted or assigned to it by the Board of Trustees, the Village Law or other statutes.
