The purpose of this chapter is to regulate the use of trailers and trailer-offices within this Village for commercial, industrial or construction purposes (other than transportation); to require the registration of such trailers and trailer-offices; and to regulate the use of the same. The Board of Trustees does hereby declare that this chapter is adopted in the interest of public health and safety of the inhabitants of the Village, to prevent nuisances and generally to protect the welfare of the people.
As used in this chapter, unless the context otherwise specifically requires, the following words shall have the following meanings:
TRAILER
A highway or industrial-plant vehicle designed to be hauled for the transportation of goods, wares and merchandise for commercial or industrial purposes.
TRAILER-OFFICE
A vehicle or similar portable structure originally designed to be mobile and to be used for dwelling purposes but used or intended to be used as a temporary office in connection with construction or improvement of real property.

A. 
No trailer shall be used for the storage of goods, wares or merchandise or for any other commercial, business or industrial purpose in a fixed location for a period of two weeks or more without registering the same and obtaining a permit therefor at the Village Code Enforcement Office.
B. 
No trailer-office shall be used as a temporary office in connection with construction or improvement of real property without registering the same and obtaining a permit therefor at the Village Code Enforcement Office.

A. 
All applications for a permit under this chapter shall be referred to the Codes Enforcement Officer for his investigation. It shall be his responsibility to determine if the proposed use complies with all the provisions of this chapter and all other provisions of this Code as well as rules and regulations of this Village and other applicable provisions of law.
B. 
The Codes Enforcement Officer shall be the officer responsible for the issuance of licenses under this chapter.

The Codes Enforcement Officer shall issue a permit upon such terms and conditions, including but not limited to use, hours of operation, duration, location, screening and noise, as he deems necessary or appropriate to safeguard public health, safety and welfare as well as for aesthetic considerations.

B. 
No permit shall be issued for a trailer for a period in excess of three months or for a trailer-office in excess of six months, but it may be renewed only upon approval by the Board of Trustees.

The permit fees which shall be paid to the Village Clerk prior to the issuance of a permit hereunder shall be in accordance with the fee schedule established by the Board of Trustees.
The Mayor shall have the authority to revoke any permit at any time for cause or for violation of any provisions contained in this chapter, Code or other provisions of law or of the terms and conditions upon which the permit was granted.
Any violation of any of the provisions of this chapter shall be punishable by a maximum fine of $250 or a term of imprisonment not to exceed 15 days, or both.
