A. 
All Town local laws, ordinances and/or resolutions or portions thereof regulating traffic and the parking, standing and stopping of vehicles in the Town, exclusive of the Village of Kenmore, which were made effective prior to the effective date of this chapter are hereby repealed. Such repeal includes, but is not limited to, Chapter 43 of the Code of the Town of Tonawanda, New York, entitled "Vehicles and Traffic,"[1] and Local Law No. 1-1980, as amended by Local Law No. 2-1980, relative to the establishment of maximum speed limits on certain highways in the Town. Such repeal does not include Local Law No. 2-1966, regulating the outdoor storage of abandoned, junked, discarded or unlicensed motor vehicles.[2]

B. 
This repeal shall not affect or impair any act done or offense committed or liability, penalty, forfeiture or punishment incurred prior to the time such repeal takes effect, but the same may be enforced or prosecuted as fully and to the same extent as if such repeal had not been effected. Furthermore, all actions and proceedings commenced under or by virtue of the laws repealed hereby and pending immediately prior to the taking effect of the repeal of said laws may be prosecuted and defended to final effect in the same manner as they might if such provisions were not so repealed.

The rules, regulations and restrictions contained in the Town of Tonawanda Traffic Regulations, which are on file in the Town of Tonawanda Police Department and the Town Clerk's office may be from time to time amended, supplemented, changed, modified or repealed by the Town Board by resolution after a public hearing in relation thereto in which parties in interest and citizens shall have an opportunity to be heard. At least 10 days' and not more than 20 days' notice of the time and place of such hearing shall be published in a paper of general circulation in the Town of Tonawanda. A copy of any such resolution shall be filed in the Town of Tonawanda Police Department and in the office of the Town Clerk and shall be incorporated into the said Town of Tonawanda Traffic Regulations.
A. 
Except for those parts, if any, which are subject to approval under § 1684 of the Vehicle and Traffic Law of the State of New York, this chapter and any orders, rules and/or regulations adopted and/or issued hereunder shall take effect immediately upon filing with the Secretary of State.
B. 
Any part or parts of this chapter and any orders, rules and/or regulations adopted and/or issued hereunder which are subject to approval under § 1684 of the Vehicle and Traffic Law of the State of New York shall take effect from and after the day on which approval in writing is received from the New York State Department of Transportation.
