A. 
It shall be unlawful for any person, persons or corporations to dump ashes, rubbish, garbage, machinery, junk or any refuse matter whatsoever within the limits of the Township of Concord; provided, however, that nothing in this section shall deprive a resident from dumping his or her own household trash or rubbish on their own property after obtaining a permit from the Board of Supervisors on locations approved by the Supervisors.
B. 
It shall be a violation of this chapter for any property owner to permit the dumping of any materials upon the ground in violation of the terms of this chapter.
C. 
It shall be unlawful for any person, persons or corporations to set up, establish or maintain an automobile dump or graveyard where old automobiles are kept and stored either for business or for other purposes.

A. 
Any person who shall violate any provision of this chapter or who permits the violation of any provision of this chapter shall pay a fine of $600.
B. 
Each violation for each separate day and each violation of any provision of this chapter shall constitute a separate and distinct violation.
C. 
Any person who violates or permits the violation of any provision of this chapter shall, upon being found liable therefor in a civil enforcement proceeding commenced by Concord Township, pay the fine prescribed by this chapter, plus all court costs, including reasonable attorney fees, incurred by Concord Township.
D. 
Enforcement of this chapter shall be the responsibility of the Township Manager, Zoning Officer, Building Inspector, Plumbing Inspector or Fire Marshall, as appropriate, who shall follow the enforcement procedure set forth in Chapter 1, General Provisions, Article II, Violations and Penalties.
