Whenever an owner of real property in the Incorporated Village of Hewlett Harbor is required by ordinance or local law of said Village to make an improvement, perform any work or do any act in the interest of public safety, health, comfort and general welfare, and such owner shall fail to make the improvement or perform the work or act required within 10 days after notice thereof is mailed to such owner by registered or certified mail addressed to such owner at the real property or, if vacant land, at such other address as may appear on the assessment or other records of the Village, the Board of Trustees shall cause such improvement, work or act to be done on such real property or award a contract therefor, and the cost of such improvement, work or act may be assessed, levied and collected as provided in Article 5 of the Village Law of the State of New York.
