The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule VII (§ 212-28), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule VIII (§ 212-29) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule VIII, attached to and made a part of this chapter.

The locations described in § 212-35 are hereby designated as tow-away zones. A vehicle parked in violation within a designated tow-away zone may be adjudged to be in violation of this section and, upon conviction thereof, the owner or operator of such vehicle, in addition to a fine imposed by the court, shall pay the costs of removal and storage, as provided in Article IV of this chapter.

No person shall park a commercial vehicle between the hours of 7:00 p.m. and 7:00 a.m. upon any of the streets or parts thereof described in Schedule XI (§ 212-32), attached to and made a part of this chapter.
