The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
Wherever a space shall be marked off for the
parking of an individual vehicle on any street, highway, public parking
lot or private parking lot that is open to the general public, every
vehicle there parked shall be parked within the lines or markings
bounding such space.

The parking of vehicles is hereby prohibited within the Village under such circumstances as are described in Schedule S (§ 94-55).
The parking of vehicles is hereby prohibited at all times in those streets or parts of streets described in Schedule K (§ 94-47).
The stopping of vehicles is hereby prohibited in those streets or parts of streets described in Schedule L (§ 94-48).
The standing of vehicles is hereby prohibited in those streets or parts of streets described in Schedule M (§ 94-49).
The parking of vehicles is hereby prohibited in those streets or parts of streets described in Schedule N (§ 94-50) during the hours indicated.
The parking of vehicles is hereby prohibited in those streets or parts of streets for a longer period of time than that specified during the hours indicated in Schedule O (§ 94-51).
The standing or parking of vehicles, except for the express purpose of loading or unloading of merchandise and goods, is hereby prohibited in the locations designated in Schedule P (§ 94-52).
The locations described in Schedule Q (§ 94-53) are hereby designated as bus stops, and the parking or standing of vehicles other than buses is hereby prohibited in such locations.
The locations described in Schedule R (§ 94-54) are hereby designated as taxi stands, and the parking or standing of vehicles other than taxis is hereby prohibited in such locations. Taxis using such stands shall not be left unattended and shall be subject to all other vehicle and traffic regulations of the Village.

A.
The Village may, in times of emergency or when necessity
requires, prohibit the parking of vehicles on any street, avenue or
property hereinbefore or hereinafter referred to, where such parking,
in its opinion, would interfere with snow or ice removal or repairs
to the street or might endanger the public in the use of any such
street, avenue or property, and the posting of printed notices in
the area affected shall be sufficient notice to the public of such
fact, and all persons shall comply therewith.
B.
The Village or its duly authorized agents shall attach to any vehicle parked in violation of any provision of Subsection A above, except when a vehicle is towed away as provided herein, a notice to the owner or operator thereof instructing such owner or operator to report to the police station of the Village in regard to such violation.
