A. 
No persons, person, corporation or other legal entity shall be allowed to affix any poster, flyer, circular, advertisement or any paper to or on any car parked in a municipal parking field or on any public street or on any other property within the control of the village or on any Long Island Lighting or New York Telephone pole or traffic poles which are located within the Incorporated Village of Massapequa Park without the express written permission of the Board of Trustees of the Incorporated Village of Massapequa Park or its designee.
B. 
No person, persons, corporation or other legal entity shall be allowed to affix or place any poster, flyer, circular, advertisement or any paper of any kind whatsoever on Long Island Lighting poles or New York Telephone Company poles or traffic poles in any municipal parking field or on any property within the control of the Village of Massapequa Park located within the Incorporated Village of Massapequa Park without the express written permission of the Board of Trustees of the Incorporated Village of Massapequa Park or its designee.

Any person, persons, corporation or other legal entity which directly or indirectly distributes such posters, circulars, flyers or advertisements shall have the legal responsibility of cleaning up and removing all of said posters, flyers, circulars, advertisements and other papers within two (2) hours after distribution of the same; and if the same are not cleaned up or removed, the village, without notice, shall have the right to use its own personnel to clean up the litter caused by said distribution and circulation of said posters, flyers, circulars, advertisements and other papers and charge the cost of the same to both the distributor and the agent of said distributor, whichever the village shall choose. No notice of any kind whatsoever shall be required by the village before the village uses its own employees to clean up and remove the litter as described above.

Any party found guilty of violating this chapter shall be fined in addition to the costs and expenses of removing the litter and debris caused by the party or parties distributing such materials.
