The name of the park comprising land leased from Norman E. Blankman
and land acquired by the village from the County of Nassau located on the
east side of Middle Neck Road and running to Hempstead Harbor and Long Island
Sound shall be the "Sands Point Wildlife Preserve."
The wildlife preserve shall be open to:
A.
Residents of the Village of Sands Point 18 years of age
or over.
B.
Residents of the village under the age of 18 years when
accompanied by and under the control of an adult resident of the village.
C.
Boy Scouts and Girl Scouts residing in the Port Washington
School District or members of a Port Washington troop when accompanied by
and under the control of an adult leader.
D.
Students enrolled in the Port Washington School District
schools, in groups of 10 or more when accompanied by and under the control
of a schoolteacher.
E.
Persons who are genuinely interested in conserving wildlife
or are students of nature, in groups of 10 when accompanied by and under the
control of a leader or teacher.
F.
Members of the Audubon Society in good standing.
G.
On application being made to the Village of Sands Point
Park Commission and granted within the discretion of the Village of Sands
Point Park Commission, any other person.
No person shall enter or be within the wildlife preserve without having
previously signed the register at the Village Hall.
No person specified in § 116-2, to whom the wildlife preserve shall be open, shall be permitted to register except as follows:
A.
Residents of the Village of Sands Point, upon producing
proof of residence.
B.
Boy Scouts and Girl Scouts, upon producing identification
of a residence in the Port Washington School District or identification of
membership in a troop of a Port Washington School District.
C.
School students of the Port Washington School District
when identified as such by the teacher or leader accompanying such students.
D.
Persons interested in wildlife and students of nature
when identified as such by the leader or teacher accompanying them.
E.
Members of the Audubon Society, upon producing current
membership cards.
A.
No smoking is permitted.
B.
Use of the wildlife preserve by any person is restricted
to paths only, except Boy Scouts of America and Girl Scouts of America.
C.
No shrub, tree or other wildlife shall in any way be
damaged, mutilated or destroyed.
D.
No property, sign, marker or other device shall in any
way be marked, mutilated, torn down, damaged or destroyed.
E.
All notices and signs shall be strictly complied with.
F.
No picnicking or camping is permitted except by the Boy
Scouts of America and Girl Scouts of America in designated campsites.
G.
No littering is permitted.
H.
No person shall light any matches or cause or make any
conflagration except the Boy Scouts of America and Girl Scouts of America
at designated campsites for cooking.
I.
No domestic animals are permitted except dogs when on
a leash and horses when being ridden.
J.
No vehicles of any nature whatsoever are permitted on
the footpaths.
K.
No weapons of any nature whatsoever are permitted.
L.
No person shall so conduct himself or herself so as to
disturb the wildlife or disturb or annoy other persons using the wildlife
preserve.
M.
No person shall be admitted or shall remain in the wildlife
preserve before or after hours except Boy Scouts of America and Girl Scouts
of America with authorized leaders.
N.
The hours for admission shall be between sunrise and
sunset.
O.
All persons in the wildlife preserve shall produce on
demand the admission card issued by the village. Failure to produce said admission
card on demand shall be presumptive evidence of illegal entry and use of the
wildlife preserve, and any such person shall not only be subject to the penalties
provided in the rules and regulations but, in addition, may be ejected from
the wildlife preserve by any duly authorized officer or agent of the village.
P.
No parking of motor vehicles shall be permitted on the
property of the wildlife preserve or at the entrance thereof without a permit
issued at the time of registration. Parking permits will be limited to the
parking of not more than five motor vehicles at any one time.

For any and every violation of the provisions of the rules and regulations
hereinabove set forth and this chapter, the person violating the same shall
pay a fine not exceeding $250 for each and every offense, and in addition,
each and every violation of said rules and regulations and of this chapter
shall constitute disorderly conduct and any person violating the same shall
be a disorderly person.
