For the purpose of this article the words "vehicle," "owner" and "parked" shall have the meanings as defined in the Vehicle and Traffic Law.
No vehicle shall be parked, left standing or abandoned upon any Town highway within the Town of Somers:
A. 
At any time during a snowstorm, flood, fire or other public emergency or when snow removal or ice control operations are in progress in those areas affected by any of the foregoing; or
B. 
At any time:
(1) 
Where such vehicle constitutes an obstruction to traffic; or
(2) 
Where stopping, standing or parking is prohibited.
This article shall not apply to the vehicles owned by or operated in behalf of:
A. 
Public service corporations actually engaged in the repair or maintenance of any of their facilities; or
B. 
Any municipal corporation actually engaged in the repair, maintenance or removal of snow and ice from any of the public highways in the Town of Somers.

Any vehicle parked, left standing or abandoned in violation of this article may be removed and stored by the Superintendent of Highways of the Town of Somers or any duly constituted peace officer and may be redeemed by the owner upon payment to the Town of Somers of the amount set by resolution of the Town Board[1] for removing the vehicle and the amount set by resolution of the Town Board per day for the storage of said vehicle. Such removal, storage and redemption, respectively, shall be reported, in writing, by said Superintendent of Highways to the State Police within 24 hours thereof.

Any violation of this article is hereby declared to be a traffic infraction punishable by a minimum fine of $50 or imprisonment for not more than five days, or by both such fine and imprisonment.
A. 
Summertime parking restrictions.

(1) 
The parking or standing of vehicles in any of the following locations on Town highways is hereby prohibited:
(a) 
Beginning at Lincolndale Road (U.S. Route 202) and thence along the following streets: Miller Avenue, Bridge Lane, Lakeview Drive, Cypress Lane, Hillandale Road, Shenorock Drive and Overhill Road to Tomahawk Street, Route 118.
(b) 
That portion of Lakeview Drive from Cypress Lane to Crest Drive.
(2) 
Penalty for violations. Any persons violating any of the provisions of Subsection A(1) above shall be punishable for the first offense by a fine not to exceed $10 and for the second offense by a fine not less than $10 nor more than $25 or by imprisonment for not less than two nor more than 15 days. The third or any subsequent offense within one year shall be punishable by a fine not exceeding $100 or by imprisonment not exceeding six months, or by both such fine and imprisonment.
(3) 
This subsection shall be in effect from June 15 to October 1 of each year.
B. 
Old Somers Road.

(1) 
Prohibition of parking. The parking or standing of vehicles is hereby prohibited at any time on either side of Old Somers Road for a distance of 400 feet westerly from its intersection with Route 202 at the Somers Central School.
(2) 
Penalty for violation. Any person violating the provisions of this subsection shall, upon conviction, be punishable by a fine not to exceed $10 or by imprisonment not to exceed five days, or by both such fine and imprisonment.
C. 
Lake Way.
[Adopted 2-9-1960]
(1) 
Prohibition of parking. The parking or standing of vehicles is hereby prohibited at any time on the north side of Lake Way, Lake Purdy, from a point at the extreme southwest corner of the Lake Purdy Clubhouse to a point 250 feet westerly therefrom.
(2) 
Penalty for violation. Any person violating the provisions of this subsection shall, upon conviction, be punishable by a fine not to exceed $10 or by imprisonment not to exceed five days, or by both such fine and imprisonment.
D. 
No parking or standing at any time beginning at a point on the reconstructed State Highway 9024 located in the Town of Somers and known as "Route 100," said point being shown on the New York State Department of Public Works Contract Plans RC-65-31, Sheet 33, as Center-Line Station 219 plus 40, and thence proceeding westerly a distance of 800 feet, more or less, to Station 228 plus 90 as measured along a base line of azimuth 286º34'48", said point being point and place of beginning; thence proceeding in a generally westerly direction a distance of 1,330 feet, more or less, to a barricade, said barricade being located at a point 90 feet, plus or minus, left as measured at right angles from Station 217 plus 10, plus or minus, of a survey base line of azimuth 46º08'29".

E. 
Ross Drive, Shenorock.

(1) 
Prohibition of parking: The parking or standing of vehicles is hereby prohibited at any time on the west side of Ross Drive, Shenorock, from Lakeview Drive to Overhill Road.
(2) 
Penalty for violations. Any person violating the provisions of this subsection shall, upon conviction, be punishable by a fine not to exceed $10 or by imprisonment not to exceed five days, or by both such fine and imprisonment.
F. 
Mahopac Avenue, Granite Springs.
[Adopted 4-10-1973]
(1) 
Prohibition of parking. The parking or standing of vehicles is hereby prohibited at any time on either side of Mahopac Avenue, Granite Springs, from Granite Springs Road northerly to the point where the abandoned portion of the New York Central Railroad — Putnam Division intersects said Mahopac Avenue.
(2) 
Penalty for violation. Any person violating the provisions of this subsection shall, upon conviction, be punishable by a fine not to exceed $10 or by imprisonment not to exceed five days, or by both such fine and imprisonment.
G. 
Town House Parking Lot.
[Adopted 6-17-1982]
(1) 
The parking of any motor vehicle is hereby prohibited in the Town House Parking Lot of the Town House located at Routes 100 and 202, Somers, New York, unless the driver of such vehicle or one of the occupants thereof is attending at the Town House.
(2) 
A violation of any provision hereof shall constitute a traffic infraction within the meaning of § 1800 of the Vehicle and Traffic Law, and any person violating any provision hereof shall be punishable as therein provided.
H. 
Maple Avenue. There shall be no parking at any time on either side of Maple Avenue, Lincolndale, from Route 202 to the dead end.

I. 
Richard Somers Road. Parking shall be prohibited on the east side of Richard Somers Road for 300 feet from Granite Springs Road.

J. 
Greenwood Drive. There shall be no parking at any time on either side of Greenwood Drive, Lake Lincolndale, between Locust Drive and Geranium Drive.

K. 
Croton Falls Road. Parking shall be prohibited for a distance of 90 feet on the north and south sides of Croton Falls Road at the intersection of Route 202.

L. 
No parking beginning at a point on the north side of Croton Falls Road 75 feet east from the most easterly driveway into the property now or formerly St. Joseph's Church and School, said point being 600 feet, plus or minus, from the intersection of Route 100, running thence 450 feet, plus or minus, along the north side of Croton Falls Road, terminating at a point 75 feet west from the most westerly driveway into the property now or formerly St. Joseph's Church and School from the hours of 8:00 a.m. through 5:00 p.m., Monday through Friday.

M. 
Parking shall be prohibited on both sides of Route 202 from the Route 202/Route 116 intersection to the Route 202/Town House driveway intersection.

N. 
Parking shall be prohibited on both sides of Scott Drive for a distance of 300 feet from the Scott Drive/Route 202 intersection.

O. 
No parking on the northeast corner of Granite Spring Road 100 feet from the intersection of Quaker Church Road.

P. 
Parking shall be prohibited on the east side of Quaker Church Road from its intersection with Route 35 and extending north a distance of 600 feet.

Q. 
Van Tassell Park Parking Lot. The parking of any motor vehicle is prohibited in the Van Tassell Park Parking Lot Monday through Friday unless the driver of such vehicle is attending the park facility.

R. 
Parking is prohibited at all times on Lakeview Drive east from the Water Department office to the intersection of Cypress Lane on the south side only and on Lakeview Drive south to the dam/Bridge Lane on the west side only.

S. 
Avalon. No parking during snowstorms and snow removal on Town roads known as Clayton Boulevard, Halstead Street, Columbus Street and Hoyt Street.
