No work or activity on a project in the coastal
area which is subject to review under this chapter shall be commenced
or undertaken until the appropriate agency has made a determination
that the action is consistent with the LWRP policy standards and conditions.
In the event of any violation of § 225-17 herein, or where any person fails to comply with any condition imposed under the provisions of § 225-14B, the Village Board may authorize the enforcement officer to issue a stop-work order requiring all work to immediately cease. No further work or activity shall be undertaken on the project so long as a stop-work order is in effect.

A person who violates the requirements of § 225-17, or who fails to comply with any condition imposed under the provisions of § 225-14B, shall, upon conviction, be punishable by a fine of not more than $250 or imprisonment for not more than 15 days, or both. For the purpose of conferring jurisdiction upon courts and judicial officers, each week of continuing violation shall constitute a separate additional violation.

The Village may also enforce this chapter by injunction
or other civil proceeding. Any civil penalty shall be in addition
to and not in lieu of any criminal prosecution and penalty.
