The Board of Trustees may, from time to time,
either on its own motion or on petition after public notice and hearing,
amend, supplement, change, modify or repeal this chapter, including
the Zoning Map, as provided by the Village Law of the State of New
York.
Whenever the owners of 25% or more of the area
of the Village shall present to the Board of Trustees a petition duly
signed and acknowledged requesting an amendment, change, modification
or repeal of the regulations prescribed in the Zoning Law, it shall
be the duty of the Board of Trustees to hold a public hearing thereon
and cause notice thereof to be given in the manner prescribed by law.

If the Board of Appeals recommends against the enactment
of any proposed amendment, it shall become effective only by a unanimous
vote of the Board of Trustees.
B.Â
In case of a protest against such proposed change
by the owners of 20% or more of the area of land included in such
proposed change, or by owners of 20% or more of the land immediately
adjacent extending 100 feet therefrom, or by owners of 20% or more
of the land directly opposite thereto extending 100 feet from the
street frontage of such opposite land, such amendment shall not become
effective except by a favorable vote of 3/4 of the members of the
Board of Trustees.
