It shall not be lawful for any person to put any encumbrances or obstructions on or upon any of the streets, sidewalks or crosswalks in the Village of West Carthage, and no person shall deposit in any of the streets of said Village any ashes, refuse, rubbish or other substance, and every day such obstruction or rubbish shall remain after notice to such person by the Mayor or any of the Trustees of said Village to remove the same shall constitute a separate offense.

No person shall erect or construct any projection from or opposite any building in or over or upon any of the streets or sidewalks of the Village, or make, suffer or permit any excavation in or immediately adjoining any of said streets or sidewalks, and any person violating any of the provisions of this section who shall neglect or refuse to promptly restore such excavation to its former condition or remove such erection or construction upon notice from the Mayor or any of the Trustees of said Village shall be guilty of separate offense for each and every day the same shall remain after service of such notice.

If any sidewalk or portion thereof shall become broken or out of repair because trucks or other heavy vehicles have been permitted to drive over it, the repair or replacement of such sidewalk shall be undertaken by the Village or its authorized agents, and 1/2 of the cost thereof shall be assessed against the adjoining property whose owner authorized or permitted said trucks or other heavy vehicles to drive over the sidewalk. The cost so assessed shall become a lien against the property on which it is assessed and shall be collectible as other liens are by law collectible.

Any person committing an offense against any of the provisions of this chapter, except for the section immediately preceding this section, shall, upon conviction thereof, be punishable for each offense by a fine not to exceed $250 or by imprisonment for not more than 15 days, or both.
