The office of Borough Manager is hereby created by the Borough of Greencastle, subject to the right of the Borough, by ordinance at any time, to abolish such office.
As soon as practicable after the enactment of this chapter, the Borough Council shall elect, by a majority vote of all its members, one person to fill the office of Borough Manager. In the case of a vacancy, the Council shall fill said office by majority vote of all its members. The Borough Manager shall, however, be subject to removal at any time by a majority vote of all the members of the Council.
The Manager shall be chosen solely on the basis of executive and administrative abilities, with special reference to actual experience in or knowledge of accepted practices in respect to the duties of the office as herein outlined.
Before entering upon his/her duties, the Borough Manager shall give a bond to the Borough, with a bonding company satisfactory to Council as surety, conditioned for the faithful performance of his/her duties, in such amount as may be determined by Council from time to time, premium for the said bond to be paid for by the Borough of Greencastle. The bond of the Borough Manager may be included in, and the Manager may be bonded under and covered by, the blanket bond now in force and effect for all Borough employees.
The Borough Manager shall receive such compensation as shall be fixed from time to time by Council.
The Borough Manager shall be the chief administrative officer of the Borough and shall be responsible to the Council as a whole for the proper and efficient administration of the affairs of the Borough. The powers and duties of administration of all Borough business shall be vested in the Manager, unless expressly imposed or conferred by statute or ordinance upon other Borough officers.
Subject to recall by Council, the powers and duties of the Borough Manager shall include the following:
A. 
To supervise and be responsible for the activities of all municipal departments except for the Police Department.
B. 
To hire and, when necessary, to suspend or discharge all employees under his/her supervision, subject to all applicable civil service rules and regulations. Further, the Manager shall report these actions to Council at its first regularly scheduled meeting following the same.
C. 
To recommend wages and salaries for personnel under his/her supervision to Council annually. Prior to presentation of these recommendations to Council, the Manager shall conduct performance evaluations with each employee under his/her supervision.
D. 
To prepare and submit to Council, before the close of each fiscal year, a budget for the next fiscal year and an explanatory budget message. In preparing the budget, the Manager shall obtain from the heads of each department, agency, board or officer, estimates of revenues and expenditures and other supporting data as is required. The Manager shall review such estimates and may revise them before submitting the budget to the Council.
E. 
To be responsible for the administration of the budget after its adoption by the Council.
F. 
To hold such other Borough offices and to head such Borough departments as the Council may, from time to time, direct in accordance with law.
G. 
To attend all meetings of Council, and to attend meetings of committees as required, and to take part in the discussions. The Manager shall receive notice of special meetings of Council and all committees.
H. 
To prepare the agenda for each meeting of Council and supply facts pertinent thereto.
I. 
To keep the Council informed on a monthly basis as to the conduct of Borough affairs; to submit periodic reports on the condition of the Borough finances and such other reports as the Council shall request; and to make such recommendations to the Council as he/she deems advisable.
J. 
To submit to Council from time to time a complete report on the finances and administrative activities of the Borough.
K. 
To see that the provisions of all franchises, leases, permits and privileges granted by the Borough are observed.
L. 
To employ, by and with the approval of Council, experts and consultants to perform work and to advise in connection with any of the functions of the Borough.
M. 
To attend to the letting of contracts in due form under the law and to supervise the performance and faithful execution of the same except insofar as such duties are expressly imposed upon some other Borough officer by statute.
N. 
To see that all money owed the Borough is promptly paid and that proper procedures are taken for the security and collection of all the Borough's claims.
O. 
To serve as purchasing officer of the Borough and to purchase in accordance with the provisions of the Borough Code all supplies and equipment for the various agencies, boards, departments and other offices of the Borough. The Manager shall keep an account of all purchases and shall, from time to time, or when directed by Council, make a full written report thereof. The Manager shall also issue rules and regulations, subject to the approval of Council, governing the procurement of all Borough supplies and equipment.
P. 
To ensure that all ordinances and regulations of the Borough are enforced.
Q. 
All complaints regarding services or personnel of the Borough shall be referred to the office of the Manager. The Manager, or an officer designated by him/her, shall investigate and dispose of such complaints, and the Manager shall report thereon to Council.
R. 
To perform all other tasks and duties which may from time to time be delegated by Council or required by statute.
A. 
In case of illness or absence of the Manager from the Borough, the Manager shall delegate one qualified member of his/her staff to perform the duties of the Manager during his/her absence or disability. The person so designated shall not perform such duties for a period longer than two weeks without the approval of the Council.
B. 
As long as the Borough maintains the position of Assistant Borough Manager, then, in instances set forth in the preceding subsection, the party designated to assume the duties of Borough Manager shall be the Assistant Borough Manager.
