Commencing with the year 2010 and biannually thereafter, the President of Council of the Borough of Kutztown shall, subsequent to the organization of Council as provided by law, appoint no more than three members of Council to serve on each of the following Committees, to wit: Finance and Electric; Telecommunications and Information Technologies; Public Works; Community Development and Public Safety; Water and Wastewater; and Personnel, which aforementioned Committees shall be the Standing Committees of the Borough Council.

The Finance and Electric Committee shall, on behalf of the Council, report on and oversee the following Borough facilities, activities and functions pertaining to finances and the electric supply and distribution system:
A. 
The distribution and sale of electrical power in the Borough.
B. 
The construction, repairing, replacement and maintenance of the electrical distribution system.
C. 
The preparation of plans and specifications when required for any work to be done relating to the electrical distribution system.
D. 
The recommendation of contracts relating to the electric systems shall be made to the Borough Council for its consideration and award.
E. 
The promotion and marketing of the Borough electric services.
F. 
The recommendation of rates and collection of fees required to be charged for the electric services.
G. 
Annually prepare, in conjunction with the Borough Manager and Treasurer, an estimate of the income and expenditures of the general fund and preparation of the annual budget.
H. 
Prepare the rate of tax and fees required to be levied to meet the required expenditures.
I. 
Examine and audit all claims presented for payment and endorse payment on all such proposed approved claims and withhold and deny payment on all such proposed disapproved claims of the Committee and report all such claims to the Council.
J. 
Receive from the Borough Treasurer a correct statement of the finances of the Borough and present such statement to Council at least once every three months and from time to time as the Committee deems advisable.

The Public Works Committee shall, on behalf of Council, report on and oversee the following Borough activities, functions, and facilities:
A. 
The opening, widening, vacating, construction, grading, paving and repairing of all streets, highways, alleys, pavements, curbs, gutters, bridges, watercourses and culverts.
B. 
The preparation of plans, specifications and cost estimates associated with all street work.
C. 
The collection and disposal of all refuse and recyclable items accumulated in the Borough.
D. 
The maintenance of sanitary conditions on public and private premises within the Borough.
E. 
The recommendation to the Finance and Electric Committee of rates required to be charged for the collection and disposal of refuse and recyclable items.

F. 
The imposition and collection of fees for the collection and disposal of refuse and recyclable items accumulated in the Borough.
G. 
The care and maintenance of all buildings and grounds of the Borough, including, without limitation, the Borough Park, but excluding the grounds and buildings occupied and used by the sewage/wastewater treatment plant of the Borough, the grounds and buildings occupied and used by the water system and the water supply facilities of the Borough and the grounds and buildings occupied and used by the electric distribution system of the Borough.
H. 
The repairs, replacement, maintenance, construction or reconstruction to be performed relating to grounds and buildings.
I. 
The summer recreation programs.
J. 
The preparation of plans and specifications when required for any work to be done and any equipment that needs to be purchased relating to streets, refuse, grounds, buildings and recreation. All contracts relating to the Public Works Committee shall be awarded by Borough Council.

The Community Development and Public Safety Committee shall, on behalf of Council, report on and oversee the following Borough facilities, activities and functions:
A. 
Monitor and develop positive relationships between the Borough and its residents, inhabitants, industries and businesses located within the Borough limits.
B. 
The Borough Community Development Office in the administration of the provisions of the Borough codes and regulations, other than the provisions pertaining to the keeping of public peace and order, as more fully described in Ordinance No. 6-1989,[1] as from time to time amended, supplemented or replaced.

C. 
The relationships of the Borough with its neighboring municipalities and Kutztown University.
D. 
The Community Development Office in the administration of all matters involving planning and land development.
E. 
Zoning matters which involve land use planning.
F. 
The recommendation to the Finance and Electric Committee of fees required to be charged for the administration of community relations services.
G. 
Be a liaison to the Borough Planning Commission.
H. 
The operations of the Police Department, as a liaison between Borough Council and the Mayor.
I. 
The administration of the provisions of the Kutztown Code and other applicable rules and regulations that address public safety.
J. 
Zoning matters which involve violations or enforcement notices.
K. 
The recommendation to the Finance and Electric Committee of fees required to be charged for the administration of public safety services.

The Water and Wastewater Committee shall, on behalf of the Council, report on and oversee the following Borough facilities, activities and functions pertaining to the water and sewage/wastewater systems:
A. 
The distribution and sale of water in the Borough and wherever served outside of the Borough.
B. 
The water treatment plant and appurtenances, the grounds upon which the plant is erected and the water distribution infrastructure.
C. 
The sewage/wastewater treatment plant and its appurtenances, the grounds upon which the plant is erected and the collection system and mains of the sewage/wastewater system of the Borough.
D. 
The recommendation to the Finance and Electric Committee of rates required to be charged for water and the collection of sewage/wastewater.

E. 
The construction, repairing and replacement of the water treatment plant, water distribution system, wells and the pumps and all of the apparatus and appurtenances pertaining to the same as well as of the sewage/wastewater treatment plant, including the mains and collection system.
F. 
The preparation of plans and specifications when required for any work to be done relating to the water and sewage/wastewater systems. All contracts relating to the water supply and distribution system and the sewage/wastewater treatment plant and collection system shall be awarded by the Borough Council.

A. 
The provisioning of telecommunications services, including cable TV, Internet, web-related services, and telephone; the provisioning of other services, as appropriate, over the Borough telecommunications network.
B. 
The preparation of plans and specifications when required for any work to be done or equipment purchased relating to the telecommunications system.
C. 
The construction, repairing, replacement and maintenance of the telecommunications system.
D. 
The recommendation of contracts relating to telecommunications shall be made to the Borough Council for its consideration and award.
E. 
The promotion and marketing of the Borough telecommunications services.
F. 
The recommendation of rates and collection of fees required to be charged for the telecommunications services.
G. 
Address internal technology policy decisions.
H. 
Prepare plans and specifications for any work to be done and any equipment that needs to be purchased relating to the internal technology needs of the Borough.

The Personnel Committee shall, on behalf of Council, report on and oversee all of the following Borough activities and functions:
A. 
The recommendation for employment and termination of Borough employees. All employment and termination of Borough employees shall be done by Borough Council.
B. 
The recommendation of wages and salaries of Borough personnel.
C. 
The administration and modification of benefits.
D. 
In appropriate instances, the Personnel Committee shall hear grievances or other complaints of Borough employees and shall make recommendations to Borough Council pertaining thereto.
E. 
The Personnel Committee, or its designees, shall negotiate labor contracts when required.
It shall be the duty of each of the Standing Committees to annually prepare, in conjunction with the Borough Manager and Treasurer, an itemized estimate of the income and expenditures of the activities, functions and facilities overseen by the various Committees so that the required budget of the Borough of Kutztown can be prepared and adopted in the time prescribed by the Borough Code.[1]
