Pursuant to the powers and duties vested in the Borough of Leetsdale by the laws and statutes of the Commonwealth of Pennsylvania, there is hereby created the position of Animal Control Officer.
The Animal Control Officer is hereby charged with the authority and power to administer and enforce the Dog Law of the Commonwealth of Pennsylvania, Act No. 1982-225, effective January 1, 1983,[1] within the geographical boundaries of the Borough of Leetsdale and further to administer and enforce any applicable state, county and municipal regulations not inconsistent therewith.

The terms and conditions of employment of the said Animal Control Officer shall be determined from time to time by the Borough Council of the Borough of Leetsdale as it shall deem necessary and proper.
In the administration and enforcement of this chapter, Council shall have the authority to authorize the expenditure of such monies from the general revenues as it deems fit, proper and necessary to implement the provisions and policy of this chapter.
