No person shall be licensed nor shall any existing license be renewed unless the applicant for such license or renewal is a citizen of the United States or one who has regularly declared his intention to become a citizen. The Mayor shall revoke the license of any person who, having declared his intention to become a citizen, fails to acquire citizenship within the period prescribed by law after his right to do so accrues.
All applications for licenses shall be made to the Mayor in such form and detail and with such vouchers and identification as he shall prescribe.
The Mayor shall be empowered to issue all licenses under the provisions of this chapter.
Every person holding a license under any provision of this chapter shall exhibit same upon the demand of any person.
Every person holding a license under this chapter shall report to the Chief of Police and to the Village Clerk any change of residence or place of business within three days of such change.
All vehicles and places of business licensed under this chapter shall be regularly inspected by the village.
Unless otherwise expressly provided, all licenses issued by the village shall expire on the 31st day of December each year.
The Mayor shall be empowered to hear and determine complaints against licensees and to suspend or revoke any license or permit issued by him under any provisions of this chapter.

In addition to any criteria established for specific licenses or permits, the following standards and requirements shall be among the determining factors in the issuance and/or revocation of any and all licenses and permits required by the Code of the Village of Lynbrook:
A. 
That applicant shall be in compliance with all the local laws and ordinances of the Village of Lynbrook and county, state and federal laws and regulations at the time said application is filed.
B. 
That applicant or principal stockholders have not been convicted of a crime related to the activity or use for which the license or permit is to be granted.
C. 
That activity for which a license or permit is granted will not cause an adverse effect on the peace, health, environment, safety and general welfare of the residents of the Village of Lynbrook.
D. 
That applicant submit satisfactory proof to be determined by the licensing officer that the applicant has experience and is qualified to perform the activities, so that same will comply with the standards set forth in this chapter, section, paragraph and the local laws of the Village of Lynbrook and the laws of the County of Nassau and New York State and the United States.
E. 
That applicant submit adequate and satisfactory proof that the applicant shall provide necessary facilities for off-street parking and adequate equipment necessary to the proper operation of the activities to safely and effectively conduct the activity for which a license or permit is to be granted, in compliance with the ordinances and local laws of the Village of Lynbrook and the laws of Nassau County, New York State and the United States.
