The owner or owners, tenant or tenants, of lands and premises abutting or fronting on any street, highway or public place within the Borough of North Arlington, Bergen County, New Jersey, shall remove or cause to be removed from the sidewalks in front of or bordering on their said lands and premises all snow and ice within 12 hours of daylight after the same shall be formed or fall thereon. Ice which is so frozen as to make removal impractical shall either be treated with rock salt or other chemicals which will thaw it sufficiently to permit removal or be thoroughly covered with sand, ashes or cinders.

Any person violating or failing to comply with any of the provisions of this article shall, upon conviction thereof, be punishable as provided in Chapter 1, Article I, General Penalty, in the discretion of the court. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.
