There is hereby established a Fire Department which shall consist of the Public Safety Committee of the Borough Council and a fire-fighting force consisting of a Fire Chief, Deputy Fire Chief, First Battalion Chief, Second Battalion Chief and the Borough Fire Marshal, who shall hold a rank equivalent to that of a Battalion Chief, and all members of Independence Fire Company No. 1, Inc., of Palmyra, as defined in the constitution and bylaws of said company, shall be firemen in the Fire Department. All officers of the Fire Department shall be chosen from among the members of said Fire Company.
The Fire Chief shall be the executive officer of the Department under the direction of the Director of Public Safety.
The Deputy Fire Chief shall, in the absence of the Fire Chief, temporarily or otherwise, perform all the duties of the Fire Chief. In the absence of both the Fire Chief and Deputy Fire Chief, the First Battalion Chief and Second Battalion Chief shall, in the order named, perform all the duties of the commands next highest where an absence exists.
The Fire Marshal shall have no command functions except in the performance of his duties of enforcing the Fire Prevention Code.[1]

The Fire Chief, Deputy Fire Chief, First Battalion Chief and Second Battalion Chief shall be appointed by the Mayor and Council for a term of one year commencing January 1 and expiring December 31 or until their successors are appointed. These appointments shall be made on recommendation of the President of the Independence Fire Company No. 1, Inc., of Palmyra, being the officers as elected by the Fire Company.
It shall be the duty of the Fire Chief to take command of all fire-fighting operations in the Borough. He shall be directly responsible for the maintenance of all Borough-owned fire-fighting equipment and other items assigned to the Fire Department. He shall be responsible for training of all personnel and cause all men under him to obey all rules and regulations, and he shall be responsible for the proper enforcement of the Fire Prevention Code and supervision of the Fire Prevention Bureau.
Independence Fire Company No. 1, Inc., will be the only recognized fire company composing the Borough of Palmyra Fire Department.
