Editor's Note: This ordinance also repealed and replaced former
Ch. 17, Board of Health, adopted 6-4-1980 by Ord. No. 0.6A.80.
There is established in and for the Borough of Paulsboro a Board of
Health to be known as the "Paulsboro Board of Health." The Paulsboro Board
of Health as heretofore established is abolished consistent with the provisions
of this ordinance.
The Board of Health shall consist of seven members nominated by the
Mayor and confirmed by Borough Council. The term of office for each member
shall be four years, except that members initially appointed by the Mayor
upon passage of this ordinance shall serve as follows: two members shall each
serve for one year; two members shall each serve for two years; two members
shall each serve for three years; and one member shall serve a full four-year
term. All appointments not made within 30 days after a vacancy, shall be made
by the Borough Council as provided. Vacancies shall be filled for the unexpired
term only.
For attendance at meetings of the Board, members shall serve without
compensation; provided, however, that Board members may be reimbursed for
expenses incurred subject to the limits of appropriation made by the Borough
annually for such reimbursement.
The jurisdiction of the Paulsboro Board of Health shall be coextensive
with the municipal boundaries of the Borough of Paulsboro.
The Paulsboro Board of Health shall appoint, on the date of its organization,
a place, day, and hour for the regular meeting of the Board for the conduct
of its regular business and shall cause to be published in a newspaper circulating
in the Borough notice of said list of meetings. At least one regular meeting
shall be held in each quarter of the calendar year, but special meetings may
be called at any time by the Chairman to conduct necessary business.
The Paulsboro Board of Health shall have the power to:
Appointed Board members shall, as soon as possible but no later than
30 days from the date of the appointment of the last initially appointed member,[1] organize. Thereafter, the Paulsboro Board of Health shall reorganize
annually as provided herein. Upon the date of organization, the prior Paulsboro
Board of Health shall be deemed abolished.

The Paulsboro Board of Health shall not contract any debt or debts of
any kind beyond the amount of the annual appropriation, if any, made for its
use by the Borough Council.

Repealer. All ordinances or parts of ordinances inconsistent
with this ordinance are hereby repealed.

Severability. If any section of this ordinance is held
illegal or unconstitutional by a court of the State of New Jersey or of the
United States, such a determination shall not affect the legality of the remaining
portion of this ordinance.
