The Borough of Paulsboro hereby establishes a reciprocal agreement with each and every municipality within the County of Gloucester for intermunicipal fire assistance at times of any and all emergencies. This ordinance shall become effective as to each and every other municipality within the County of Gloucester at such times that said municipality has in the past or may in the future adopt an ordinance providing for the same terms and conditions as set forth herein.

The Borough of Paulsboro may seek reimbursement and may, upon request and for good cause shown, reimburse expenses for personnel, equipment, materials, supplies and other mutual aid assistance in accordance with the mutual aid and assistance agreement between participating units in effect at the time intermunicipal services are rendered or pursuant to § 32A-1 or § 32A-6 of this chapter.
In accordance with N.J.S.A. 40A:14-156.1 et seq., the members of the Fire Department and force or volunteer fire company of the Borough of Paulsboro and any other municipality passing an ordinance with the same terms and conditions as this ordinance while on duty rendering assistance to any other municipality shall have the same powers, authority and immunities as have the members of the Fire Department and force or volunteer fire company of the municipality in which such assistance is being rendered.
At such times that an emergency may occur and intermunicipal fire aid is requested, the Fire Chief of the municipality wherein said emergency exists shall be the senior ranking officer of all members of any Fire Department and force or volunteer fire company which may be rendering assistance within the confines of said municipality.
This ordinance shall take effect upon publication and final passage thereof as provided by law.

A. 
The Mayor is hereby authorized to execute formal fire service mutual aid agreements consistent with §§ 32A-2 through 32A-4 of the within Code and N.J.A.C. 5:75A-2.2 et seq., with municipalities regularly responding to fire emergencies within the Borough of Paulsboro and/or municipalities designated by a mutual aid plan to respond to fire emergencies within the Borough of Paulsboro.
B. 
The Fire Chief of the Borough of Paulsboro shall be responsible for the preparation of a local fire service mutual aid plan and to review and update such plan every two years pursuant to N.J.A.C. 5:75A-2.2 and to advise the Mayor and Borough Council of all municipalities with which it is necessary and/or desirable to establish a formal written fire service mutual aid agreement.
