The owner or owners of lands fronting or bordering on the public streets of the Borough of Paulsboro are hereby required to construct, pave, repave, curb, recurb, improve and/or repair, at his or their own proper cost and expense, the sidewalks and curbs on both sides of the public streets of the Borough of Paulsboro in accordance with the provisions of this ordinance; provided, however, that nothing herein shall be construed to affect any sidewalks and curbs on said streets now in good repair and constructed at the proper grade or slope and substantially in accordance with the provisions of this ordinance.
Upon the failure of the owner or owners of lands fronting or bordering on any public street to construct, pave, repave, curb, recurb, improve and/or repair the sidewalks and curbs within 30 days after the service of notice, pursuant to the provisions of N.J.R.S. 40:65-1 to 40:65-13, approved March 27, 1917, and the Acts amendatory thereof and supplemental thereto, the said improvement or improvements shall be done by the Borough of Paulsboro or under its direction, pursuant to the provisions of the above-cited laws, and the cost of said improvement shall be assessed against the lands affected.
In the event that such improvement or improvements are made by the Borough of Paulsboro, Borough Council may by resolution provide that such assessment against the property owners affected may be paid in annual installments, such annual installments to bear interest at a rate to be determined by such resolution.
All curbs and sidewalks shall be laid at the established grade or in accordance with specific instructions to be given by the Borough Engineer. In all cases, the line and grade will be furnished by the Borough Engineer at no expense to the property owner.

Prior to the start of laying any curb or sidewalk, a permit shall be obtained from the Borough Clerk, Said permit shall expire in 90 days from the date of issue thereof. There shall be paid for such permit the sum of $5, and such permit shall state the location of the proposed work, the names of the owner and of the contractor. No person shall do any such work without a permit as herein required.
All such work shall be subject to the inspection of the Borough Engineer of the Borough of Paulsboro, and finished to the satisfaction of said Borough Engineer and of the Street Committee of the Borough of Paulsboro.
A. 
The paved portion of any sidewalk, providing the width of the street permits, shall be not less than four feet wide.
B. 
The full width of said sidewalk, from the fence or property line to the curbline, shall remain unobstructed unless special permission is secured from Borough Council or the Borough Council Shade Street Commission.
C. 
The grade of the sidewalks shall be a uniform pitch of 1/4 of an inch to the foot toward the curb-line.
D. 
The material for the paved portion of sidewalks shall be concrete and the alignments, grades, construction and ingredients shall comply with the standards provided for in this ordinance.
E. 
Sidewalks shall be constructed in one course, four inches thick, with a mix of one part by volume of portland cement, two parts by volume of clean, sharp and well graded sand, and four parts by volume of clean, crushed rock, pebbles or slag. The concrete mixture shall contain the least amount of water possible for workability and shall, in general, be mixed sufficiently to produce a homogenous mass. Its consistency shall be such that the mortar clings to the coarse aggregate; that the mixture will not segregate during transportation or handling; that the mixture, when dropped, will flatten but not spread; that there is no appearance of free water.
F. 
The concrete shall be placed in the forms for the full thickness of the pavement in the one-course type and given a float finish. No topping or plastering will be permitted.
G. 
Expansion joints at least 1/8 of an inch in width shall be cut through the full thickness of the pavement every four to six feet. About every 40 feet, a one-half-inch tar filler shall be placed.
A. 
All curbs shall be constructed of concrete of the one-course type, with a mix of one part by volume of portland cement, 1 3/4 parts by volume of clean, sharp and well graded sand and 3 1/2 parts by volume of clean, crushed rock, pebbles or slag; shall have the same consistency and shall have the same mixture uniformity as provided for in § 69-22E.
B. 
The surface of the concrete shall have a trowel finish and the outer edge of the top of curbs shall be finished with an edging tool having a one-inch radius. Curb forms must be removed soon enough to permit proper finishing. The face of the curbs shall be finished for at least 12 inches below the top. No topping or plastering will be permitted.
C. 
The curbs shall be at least six inches in thickness and shall be at least 16 inches deep. Six inches of the curb shall be above street grade.
D. 
Expansion joints at least 1/8 of an inch in width shall be cut through the full thickness of the curb every six to eight feet. About every 40 feet, a tar filler 1/2 inch thick shall be placed.
E. 
Excess concrete extending over the thickness of the curb at the top is to be removed, leaving a straight line along the inner edge of the curb.
All corners shall be rounded with a radius as long as the width of the narrowest intersecting sidewalk, unless otherwise ordered in writing by the Borough Engineer. All curbs and sidewalks lying within the intersection of the side lines of intersecting streets will be paid for by the Borough upon certificate as to location and measurements by the Borough Engineer.
A. 
Where outer edge of sidewalk is two or more feet from the face of the curb, all driveways shall slope from the grade of the outer edge of the paved portion of the sidewalk to the gutter.
B. 
Where outer edge of sidewalk is less than two feet from the face of the curb, all driveways shall slope from the grade of the inner edge of the paved portion of the sidewalk to a point two inches above the gutter. Where this type construction is used, the edges of the driveway where they cross the sidewalk shall be given a roll finish in order to avoid any sharp depression in the sidewalk.
C. 
The portions of a sidewalk used as a driveway shall be constructed at least six inches thick instead of the usual four inches.
Where gutters are considered necessary, they shall be laid and paid for by the Borough.
Every person, firm or corporation violating any of the provisions of this ordinance shall, upon conviction thereof, be subject to pay a fine of not more than $50 and to be confined in the county jail for a period of not more than 30 days, or both, in the discretion of the Municipal Court before whom such conviction is had.
All ordinances or parts of ordinances inconsistent with the provisions of this ordinance, to the extent of such inconsistency, are hereby repealed.
This ordinance shall take effect upon final passage and publication as provided by law.
