It shall be illegal to place a dumpster or permit the placement of a dumpster in the right-of-way of the Town of Phillipsburg. No dumpsters shall be permitted in the front yard of any property.
No dumpsters shall be permitted on a commercial property unless the owner, user, lessee or other party with an interest in the dumpster is registered with the Town of Phillipsburg, and a permit is issued authorizing the utilization of the dumpster by a party.
As part of the permitting process, a party without the ability to place a dumpster on a rear, back or side yard of their property may apply for a special permit which authorizes the placement of said dumpster within the Town's right-of-way. Permitting in such case shall be the responsibility of the Department of Public Services.
The fee for a permit required by this chapter shall be $15.
