It is hereby determined that the unregulated operation and parking of motor vehicles in parking yards and parking places which are open to the public or to which the public is invited, including shopping centers, hospitals, schools, public buildings, office buildings and similar uses, constitutes a danger to the public health, safety and welfare in that such unregulated operation and parking interferes with and impedes the approach, operation and departure of fire equipment and other emergency equipment. Therefore, this chapter is enacted pursuant to the authority conferred upon the municipality, by P.L. 1968, c. 433, Section 1 (N.J.S.A. 4:48-2.46).
The parking yards and parking places which are open to the public or to which the public is invited, to which this chapter applies, and upon which the vehicular and pedestrian traffic and the parking of vehicles is regulated, are as follows:
A. 
The Meadows Office Complex, Route 17 and Veterans Boulevard, Rutherford, New Jersey, also known as Block 219, Lots 49, 50C, 50D, 65C, 66D, 67C, 67F, 68A, 68G, 69A and 69F on the Tax Map of the Borough of Rutherford, New Jersey.[1]

For each parking yard or parking place regulated by this chapter, as set forth in § 66A-2 above, a site plan, clearly indicating the designated parking spaces and the areas designated "No Parking," shall be attached to this chapter and enacted herewith and incorporated herein. All such site plans shall be available for public inspection during normal business hours in the office of the Rutherford Borough Clerk.
In all areas regulated by this chapter, no person shall park any automobile, truck or other vehicle except between the lines of designated parking spaces, as indicated on the site plan or plans of the area which are attached to this chapter.
In all areas regulated by this chapter, no person shall park any automobile, truck or other vehicle in any area designated a no-parking zone, as indicated on the site plan or plans of the area which are attached to this chapter.
There shall be posted at each entrance of all parking areas regulated by this chapter a sign, "No Parking Except in Designated Spaces." All areas designated "No Parking" pursuant to § 66A-5 of this chapter shall be conspicuously marked by the posting of signs stating "No Parking" or by the painting of yellow or white lines on the pavement or curb of the affected areas, or both.
This chapter shall be enforced by the Police Department of the Borough of Rutherford. Any person, firm or corporation who shall violate any of the provisions of this chapter shall, upon conviction therefor, be liable for a fine of not more than $200 or imprisonment in the county jail for a period of not more than 30 days, or both, in the discretion of the court. In addition to the penalties provided herein, any vehicle parked in violation of the regulations provided under this chapter may be summarily towed away at the direction of any police officer. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
Chapter 35 of this Code, entitled "Fire Zones," is hereby repealed, and all parts of ordinances inconsistent with this chapter are hereby repealed as to such inconsistent parts.
Nothing in this chapter shall be deemed the acceptance for public use of any of the premises in any such parking yard or parking place or in any way create a public easement therein.
If any part or parts of this chapter are for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this chapter.
This chapter shall take effect immediately upon publication according to law.
