The governing body of the Borough of Seaside
Heights has adopted "The Borough of Seaside Heights Policy and Procedures
Manual," which manual shall be kept on file in the Borough Clerk's
office for inspection and review by all employees of the Borough,
as well as the general public, during normal business hours. Copies
of said manual shall also be distributed to all managerial/supervisory
employees of the Borough of Seaside Heights.
The governing body of the Borough of Seaside
Heights reserves the right to rescind or revise, by resolution, any
and all policies that are not set by any valid bargaining agreement,
the New Jersey Statutes or the New Jersey Administrative Code.
The Mayor and Borough Council may adopt policies
and procedures for specific departments within the Borough such as,
but not limited to, the Public Works Department and the Police Department.
Such policies and procedures shall be in writing and a copy provided
to the employees of that department. The policies and procedures shall
be adopted by resolution and may be amended by resolution of the governing
body.

A. The Borough shall assume the cost of retiree health insurance coverage
and shall pay the employer share of the premium for employees, with
the exception of Medicare Part B reimbursements, who have retired
after 25 years or more of service credit in the New Jersey State Public
Employees' Retirement System (PERS) or New Jersey State Police
and Firemen's Retirement System (PFRS) and a minimum period of
service with the Borough of Seaside Heights not less than 22 years
at the time of retirement pursuant to N.J.S.A. 40A:10-23.
B. Minimum period of service with the Borough:
(1) Minimum period of service with the Borough shall not include time
worked under appointment as a seasonal, temporary, interim, or emergency
employee or time worked under appointment as a provisional employee
unless the provisional appointment continues for more than 12 months.
(2) The pensionable period of time a Seaside Heights employee has been
employed by the "Seaside Heights School District" or any "County of
Ocean" county department, up to a maximum of three years, shall be
counted cumulatively as "minimum period of service with the Borough
of Seaside Heights" for the purpose of qualifying for payment of retiree
health benefits premiums by the Borough.
C. The scope of retiree benefit coverage (retiree, retiree and spouse,
retiree and child, or family coverage) shall be defined by the applicable
collective bargaining agreement, employee agreement, personnel manual
or ordinance where no agreement is in place.
D. Retirees shall pay for any portion of the costs for such coverage
and pay any portion of the premiums as required by the state.
