Township of Stafford, NJ Chapter 18 Community Development, Department of

§ 18-1 Establishment.

There is hereby established a Department of Community Development in and for the Township of Stafford, and the position of Director of the Department of Community Development.

§ 18-2 Functions and duties.

The Department of Community Development shall:

A. Conduct field inspections and special investigations to ensure compliance with various municipal ordinances.

B. Initiate and enforce rules and regulations in relation to enforcement of ordinances.

C. Initiate necessary legal action against violators of various municipal ordinances.

D. Prepare needed reports, establish and maintain records and files and assist in the promulgation of municipal ordinances.

E. Enforce the Zoning Ordinance of the Township of Stafford.

F. Issue zoning permits in the Township of Stafford.

G. Issue flood hazard letters in writing, when requested.

H. Answer all inquiries with regard to zoning.

I. Keep a record of all applications for permits and of all permits and certificates issued with a notation of all special conditions involved.

J. File and safely keep copies of all plans submitted.

K. Collect and record fees for zoning permits and flood letters.

L. Prepare monthly reports for the Township Council summarizing all zoning permits and flood hazard letters issued by said Department, a copy of which shall also be given to the Tax Assessor.

N. Administer excavation and soil mining applications and permits, including approval and issuance thereof, field inspections and appropriate enforcement measures.

§ 18-3 Director.

A. The executive and responsible officer of the Department of Community Development of the Township of Stafford shall be known and designated as the “Director of the Department of Community Development,” who shall be appointed by the Mayor with the consent of the Township Council. The Director shall report directly to the Township Administrator. Should the office become vacant during any term, it shall be filled by a similar appointment, but for the unexpired term only.

B. The Director shall have full charge and management of the Department and of the other officers and employees in said Department.

C. He shall keep accurate records and books of account of all transactions as Director and of the work and transactions of his Department. He shall prepare budget recommendations for the Department and shall have full charge and management of the functions of the Department of Community Development.

D. He shall render to the Mayor and Township Council such reports, recommendations, drawings or other documents as may be required, at regular stated intervals or on special request therefor. He shall hold himself available for consultation and advice to all municipal officials and municipal boards or commissions and shall prepare and present to the Mayor and Township Council short- and long-range recommendations for the improvement of the Township in the areas within the functions and duties of his Department.

E. The Director shall have the authority to delegate any of the duties set forth in this chapter to any other qualified employee within his Department and shall make appropriate assignments within said Department in pursuance of this duty.

§ 18-4 Personnel.

The Department of Community Development shall consist of the Director, Deputy Director, a zoning officer, a deputy zoning officer, a code enforcement officer, a deputy code enforcement officer, and such other personnel as the Mayor and Township Council shall create and designate from time to time.
