As used in this chapter, the following terms shall have the meanings indicated:
CAMP CAR or TRAILER
Any unit used for temporary living for travel, recreation, vacation or other short-term uses and which is equipped with wheels or other similar devices used for the purpose of transporting the unit from place to place, whether by motor power or other means. "Camp car" or "trailer" does not include mobile homes or other dwellings.

CAMPGROUND
Any place, area or tract of land upon which is located any camp car or trailer.
CAMPSITE
A place used or suitable for camping, on which temporary shelter such as a tent, camp car or trailer may be placed and occupied on a temporary and seasonal basis.

MOBILE HOME
A dwelling unit manufactured in one or more sections, designed for long-term occupancy and which can be transported after fabrication to a site where it is to be occupied.

The Township shall enforce all the provisions of this chapter. For the purpose of securing enforcement thereof, the Health Officer or any of his duly authorized representatives shall have the right and are hereby empowered to enter upon the premises of any campground now operating or which may hereafter be operated within the Township to inspect the same and all accommodations connected therewith.

No person, shall operate or maintain or offer for public use within the confines of the Township any campground without first applying to and receiving from the Township a license so to do in the manner hereinafter provided or without complying with regulations hereinafter set forth, or any rules and regulations which may be formulated by the Township from time to time, or any rules and regulations formulated by the Fire Department relative to the health and safety of residents therein and the laws of the State of New Jersey.

Each application for a permit shall be in writing upon a form provided by the Township for that purpose. It shall state the name and address of the applicant and a description of the property whereon or wherein it is proposed to conduct a campground. It shall also contain such other information as the Township may require.

It shall be filed with the Township not less than five days nor more than 15 days before the campground is made ready for use.

The application shall be accompanied by a fee of $100, for which the Township shall issue a receipt, and there shall be an additional fee of $7 per month per trailer, which amount shall be paid monthly. No permit shall be issued for any lot or premises on which a tax is owing to the Township.

Upon the filing of an application accompanied by the fee, the Township shall refer the application to the Planning Board for its report and recommendation. Thereafter, the Township or any of its duly authorized representatives shall investigate the premises and determine whether the proposed camp or the site selected therefor conforms with the requirements of this chapter, the rules and regulations of the Township and the laws of the State of New Jersey, and no license shall be issued unless such campground or the site selected therefor complies with such requirements and meets the approval of the Township, and the Township may, at its discretion, approve or reject any proposed campground site.

Any license granted hereunder shall be subject to revocation or suspension by the Township in the following manner. A notice shall be served on the licensee specifying wherein he has failed to comply with this chapter and requiring him to appear before the Township at a day and hour therein specified, not less than five days after the personal service of notice, requiring him to show cause, at the time and place, why the license should not be revoked or suspended. At the time and place mentioned in the notice, the licensee shall have the right to appear in person or by counsel and to introduce such evidence as he may desire, and the Township shall confront the licensee with any charges that it may have against him. After the hearing, the Township may, at its discretion, revoke or suspend the license.

Such license shall be transferable upon the written application of the licensee to the Township Council and with its consent endorsed thereon. A license may be granted at any time during the year and unless previously revoked shall expire one calendar year following the date of issue.

No person shall establish, maintain, conduct or carry on any campground unless there is at all times posted in a conspicuous place at the campground the license obtained from the Township in accordance with the provisions of this chapter.
The provisions of this chapter shall be applicable to every campground within the incorporated area of the Township, and no person maintaining, operating, conducting or carrying on any such campground and no person living or sleeping in any camp car or trailer located in any campground, or any other person, shall violate or contribute in any way to the violation of any of the provisions of this chapter.
A. 
Sanitary facilities. Every person owning or operating a camp ground shall maintain such campground and any toilets, baths or other permanent equipment in connection therewith in a clean and sanitary condition and shall maintain such equipment in a state of good repair. The Township is hereby empowered to formulate, from time to time, and to enforce any rules and regulations that the Township may deem advisable, governing the operation of campgrounds or camp cars or trailers, bearing on any matters of sanitation or housing.

B. 
Minimum land area. Every campground hereafter established shall be laid out with, and all existing campgrounds shall provide, available unoccupied space of not less than 30 feet by 50 feet for each camp car or trailer, and such available unoccupied space shall not be construed to mean the space directly under any portion of any camp car or trailer. Camp cars or trailers shall be arranged in rows abutting or facing on a driveway or clean unoccupied space of not less than 20 feet in width, which space shall have unobstructed access to a public street or alley.
C. 
Drainage. Every campground hereafter established shall be located on a well drained area, and the premises of every such campground or any existing campground shall be properly graded so as to prevent the accumulation of storm- or casual water, as approved by the Township Engineer.
D. 
Drinking water. An adequate supply of pure water for drinking and domestic purposes shall be supplied to meet the requirements of the campground. The water supply shall be obtained from faucets only, conveniently located in the campground, and no dipping vessels or common cups shall be permitted.
E. 
Conversion to a dwelling. No person owning or operating a camp car or trailer located in a campground shall, by removing the wheels or any similar transporting devices from the camp car or trailer or by otherwise permanently fixing it to the ground in a manner that would prevent its removal, cause conversion of a camp car or trailer to a permanent dwelling.

F. 
Dogs. Dogs at no time shall be permitted to run at large in any campground.
G. 
Toilets. There shall be provided in every existing campground and every campground which may hereafter be established one water closet for each sex. One of such water closets shall be distinctly marked "For Men," and one of such water closets shall be distinctly marked "For Women," and there shall be provided an additional water closet for each sex for every five or fractional part thereof in excess of five males or five females living in the campground. Such water closets shall be properly connected with a sewer.
H. 
Garbage. There shall be provided in every campground such number of tight receptacles with close-fitting metal covers for garbage, refuse, ashes and rubbish as may be deemed necessary by the Township, and such garbage receptacles shall at all times be maintained in a clean and sanitary condition.

I. 
Wastewater. It shall be unlawful to permit any wastewater or material from sinks, baths, showers or other plumbing fixtures in camp cars or trailers to be deposited upon the surface of the ground, and all such fixtures, when in use, shall be connected to some cesspool or septic tank in a manner satisfactory to the Township.

J. 
Lighting. Every campground shall be provided with means of lighting the same at night, and all public water closets and bath units shall be provided with sufficient lighting facilities which shall be kept lighted during the time from 1/2 hour after sunset until 1/2 hour before sunrise.
K. 
Camp car. No one shall occupy a camp car for longer than 90 days in any one calendar year.
No trailers or camp cars shall be permitted to be brought into or occupied in the Township unless the trailer or camp car is located in a licensed trailer park.
