A. 
Unless another penalty is expressly provided by New Jersey statute or another section of this chapter, every person convicted of a violation of the provisions of this chapter or any supplement thereto shall be liable to the penalties set forth in N.J.S.A. 39:4-203.
B. 
Violation of certain sections.
(1) 
Any person violating §§ 201-3, 201-4, 201-5 and 201-6 of this chapter may avoid a court appearance for the first or second offense by pleading guilty and paying the following fine:
(a) 
First offense: $35.
(b) 
Second offense: $60.
(2) 
Any person charged with a third or subsequent offense shall be required to make a court appearance and be subject to the penalties set forth in § 201-19A.
(3) 
Any person parked unlawfully in a parking zone designated pursuant to §§ 201-3.1 and 201-34 as restricted for used by a handicapped person is subject to removal and storage of the motor vehicle at the request of an eligible handicapped person to a law enforcement officer, pursuant to N.J.S.A. 39:4-207.5 et seq. The removal of a motor vehicle under this subsection is subject to those provisions of the Township Code regarding removal of motor vehicles, and it shall be the obligation of the owner of the motor vehicle to pay the reasonable costs for the removal and for any storage which may result from the removal. The assessment of removal and storage costs against a person under this subsection shall be in addition to any other penalty assessed against the person.
