No taxicab shall be operated upon the streets or public places of the Township unless the owner thereof shall have caused the taxicab to be licensed as herein provided and shall have complied with the laws of the state relating to taxicabs.
No taxicab shall be licensed until an application therefor shall have been made in writing and filed with the Township Committee and until the owner thereof shall have submitted proof satisfactory to the Township Committee that all provisions of the state laws and the Township ordinances applicable to these taxicabs and the operation thereof (including Chapter 16, Title 48, of the Revised Statutes of New Jersey, as amended or supplemented) have been duly and fully complied with.
Every application for a license for a taxicab shall set forth the full name and address of the owner, the make and character of the taxicab or cabs, the length of time it or they have been in use, the number of persons each cab is capable of carrying and a place where the cab or cabs may be inspected by the Township Committee or their duly authorized representative, and the number of cabs to be licensed. Each application shall be accompanied by a fee of $25 for one taxicab but not more than five; a fee of $50 for more than five taxicabs but not more than 20; and a fee of $75 for any number of taxicabs in excess of 20.
Every taxicab license shall expire on December 31 following the date it is issued.
Every licensed taxicab shall display in a manner required or approved by the Township Committee its license number. Upon the issuance of the license of any taxicab, there shall be furnished to the owner a card setting forth the name and address of the owner and the number of the license, which card shall be permanently displayed in the interior of the taxicab, together with a statement or schedule of the charge for the use thereof.
Every taxicab shall be equipped with a taximeter of an approved design and make.
The Township Committee is hereby authorized and empowered to establish public hack stands in the several streets and public places of the Township which they may determine to be for the best interest and convenience of the public, shall cause the same to be clearly and distinctly marked by proper signs setting forth the exact locations and boundaries of such public hack stands and the number of taxicabs which are permitted to occupy the same at one time. When such public hack stands are so established and designated, no vehicle other than a taxicab duly licensed to occupy such stands shall drive unto and stop or stand therein.
No taxicab shall occupy any public hack stand unless such taxicab shall have been licensed by the Township Committee.
The Township Committee, after a hearing, is hereby authorized and empowered to suspend or revoke any license issued under the provisions hereof for any violation of the law or of the provisions of N.J.S.A. 48:1-1 et seq. or the amendments thereto or supplements thereof.
Any person violating any of the provisions of this section shall upon conviction be liable to the penalty established in Chapter 1, General Provisions, Article III, General Penalty.
