GENERAL REFERENCES
Vehicles and traffic — See Ch. 440.
As used in this chapter, the following terms shall have the meanings indicated:
MOTOR-DRIVEN VEHICLE
Includes all wheeled and chain- and/or belt-driven vehicles powered by internal combustion engines, or electric engines including but not limited to motorcycles, motorbikes, trail bikes, motor scooters, snowmobiles and all-terrain vehicles.
A. 
It shall be unlawful for any person to operate, cause to be operated or to participate in the operation of any motor-driven vehicle in or upon the public roads, streets, highways, sidewalks, alleys, parks, grounds or property situated within the Township of Bethel.
B. 
It shall be unlawful for any person to operate, cause to be operated or to participate in the operation of any motor-driven vehicle in or upon the private property of another without the express prior written consent of the owner and/or occupant of said private property, which express prior written consent shall be retained and carried upon the person operating any motor-driven vehicle during the period of operation and displayed immediately upon request to any law enforcement official and/or the owner and/or occupant of the private property upon which the vehicle operation occurs. Any person operating a motor-driven vehicle upon the private property of another shall stop and identify himself upon the request of the landowner or his duly authorized representative and, if requested to do so by the landowner or his duly authorized representative, shall promptly remove the motor-driven vehicle from the premises.
C. 
It shall be unlawful for any person to operate, cause to be operated or to participate in the operation of any motor-driven vehicle at a rate of speed that is unreasonable or improper under existing conditions or in any careless way so as to endanger the person or property of the operator or another.
This chapter shall not be construed to prevent the operation of properly licensed motor vehicles upon the public highways in accordance with law or agriculture equipment used in the course of farming or commercial equipment being properly used in the trade or business of the owner or by such owner's employees or agents or power mowers, garden tractors or snow blowers when such operation is incidental to home, lawn or garden work or maintenance or vehicles powered by electric engines when they are being used by a physically handicapped person for transportation.
A. 
Any person who violates or permits a violation of this chapter shall, upon being found liable therefor in a civil enforcement proceeding commenced by the Township before a Magisterial District Judge, pay the maximum amount authorized by the provisions of 53 P.S. § 66601(c.1), plus all court costs, including reasonable attorney's fees, incurred by the Township in the enforcement of this chapter.[1]

B. 
Each violation for each separate day shall constitute a separate and distinct violation.
C. 
Any person who violates or permits the violation of any provision of this chapter shall, upon being found liable therefore in a civil enforcement proceeding, commenced by Bethel Township, pay the fine prescribed by this chapter, plus all court costs, including reasonable attorney fees, incurred by Bethel Township.
D. 
Enforcement of this chapter shall be the responsibility of the Bethel Township Police Department, the Pennsylvania State Police and the Code Enforcement Officer of Bethel Township.
