The Mayor or Council President, upon consultation
with the licensed water operator of the Chester Borough Water Department,
may proclaim an emergency water ban.
The water ban would prohibit, from either the
Chester Borough water system or individual wells, the excessive or
unnecessary use of or waste of water for purposes not deemed essential
to conserve the supply of water. Examples of nonessential uses of
water, but not limited to are: watering of lawns, washing of vehicles,
filling or supplementing of swimming pools, and other outdoor water
uses. However, watering of gardens shall be permitted between the
hours of 6:00 p.m. and 7:00 p.m. with hand-held hoses only on odd/even
days corresponding to the property owner's house number where the
garden is located.
Water hydrants shall not be used without written
permission from the licensed water operator or his designee. The Chester
Volunteer Fire Company and the Chester Borough Police Department may
use water hydrants for emergency purposes only and shall notify the
licensed water operator and the superintendent of department of public
works as soon as possible after each such use.
The Municipal Clerk, at the direction of the
Mayor or his designee, shall cause public notification of the emergency
water ban and all applicable water use restrictions to the official
newspaper and local cable television company. The municipality shall
post signs at the municipal building.
