The Board of Trustees of the Emerson Free Public Library shall consist of nine members as follows:
A. 
The Mayor.
B. 
The Superintendent of Schools.
C. 
Seven citizens to be appointed by the Mayor, with the consent of the Council. At least four of the seven citizen members shall be residents of the Borough of Emerson.

The terms of appointment were initially for terms of one, two, three, four and five years, respectively, and are currently for terms of five years. The sixth and seventh citizen members appointed serve terms of five years. Upon the expiration of the term of office of any trustee, the Mayor shall appoint a citizen for a term of five years, with the advice and consent of the Council, in the same manner as the original appointment was made. Vacancies occurring in the Board of Trustees shall be filled for the unexpired term only in the same manner as the original appointment was made
The Mayor and the Superintendent of Schools, serving as a member of the Board, may respectively appoint an alternate to serve in his absence and to vote in his absence and to vote on all questions before the Board.
The Trustees shall have all the powers, duties and obligations as set forth in N.J.S.A. 40:54-1 et seq.
