A. 
No person shall store, collect, process or dispose of solid or other refuse materials on any land in Mount Joy Township without first obtaining a permit from the Township except as follows.
B. 
This permit requirement shall not apply to farmers for normal farming operations, nor shall permit requirements apply to the storage of by-products which are utilized in the processing or manufacturing of other products, unless such other storage causes environmental degradation.
Planning, design and operation of any solid waste storage, collection, processing or disposal facility or area including but not limited to resource recovery facilities, municipal waste landfills, incinerators, transfer stations and recycling facilities shall be in accordance with the standards set forth in the Act of July 7, 1980, P.L. 380, No. 97, known as the Solid Waste Management Act and in the Act of July 28, 1988, P.L. 556, No. 101, known as the Municipal Waste Planning, Recycling and Waste Reduction Act,[1] and in all rules and regulations promulgated thereunder.

A. 
No site for the storage, collection, processing or disposal of solid waste or other refuse materials or for the incineration thereof, including but not limited to any sanitary landfill or transfer station shall be established within five hundred (500) yards of any dwelling, church, school or any other building or buildings which from time to time are utilized for human occupancy or residency.
B. 
No site for the incineration, storage, collection, processing or disposal of solid waste or other refuse material shall be located at a site which does not have access from a public roadway having a minimum of twenty (20) feet of paved cartway.
C. 
No site for the incineration, storage, collection, processing or disposal of solid waste or other refuse materials shall be located at a site which does not have access to a sufficient supply of water, preferably pressurized, readily available for use to suppress vehicle or other potential fires at the proposed site sought to be permitted.
