The applicant to whom a permit is issued shall comply with all pertinent
laws and regulations of the Commonwealth of Pennsylvania or of the United
States of America or any department, agency, authority or municipality thereof.
A competent adult individual directly responsible to the applicant to
whom a permit is issued shall be present at and in charge of the permitted
site or facility at all times during the operation of such facility or site.
A daily register shall be kept containing the full name and address
of each person, firm, corporation or other entity bringing solid waste or
other refuse materials to the permitted facility or site, containing the license
number of any vehicle involved and specifying the type and quantity of refuse
and the place of origin of such refuse.

77-15 above shall be open to inspection by the Board of Supervisors or its duly-authorized representative at all times during business hours.
The gate at the permitted facility or site shall be closed by a locked
gate at each entrance and exit when the facility or site is not open or in
operation.
There shall be no fires or burning of any waste or other refuse at the
permitted facility or site.
There shall be no uncovered waste or other refuse material at a landfill
site at the close of a working day and all such waste and refuse material
collected at a transfer station shall be removed from the site at the close
of each working day.
The operator shall have equipment and personnel available at all times
for the cleaning and removal of solid waste and other refuse material spilled
upon any public or private road within the township by vehicles carrying solid
waste or other refuse materials to the permitted facility or site within the
township. The operator shall be responsible to remove and clean up any such
solid waste or refuse material spilled by its own collection vehicles or transfer
trucks carrying such waste or other refuse material to or from the permitted
facility or site within the township.
No permitted facility or site shall be open for operation or conduct
of business before 8:30 a.m. or after 4:30 p.m. on Monday through Friday;
before 8:30 a.m. or after 2:00 p.m. on Saturday; and no permitted site or
facility shall be open for any purpose on Sundays.
