A.
Council shall, within 120 days of its organization,
adopt by ordinance an Administrative Code which shall set forth all
departments, offices, agencies, boards and commissions of the Municipality,
together with a description of their powers, duties and functions.
The Administrative Code shall also provide a Code of Ethics to apply
to all elected and appointed officials and employees of the Municipality.
B.
The Administrative Code may contain such other rules
and regulations concerning government of the Municipality as Council
finds desirable or necessary.
A.
Each department shall be headed by a Director who
shall be appointed by the Mayor, considering the recommendations of
the Chief Administrator, with the advice and consent of Council.

With the consent of Council, the Mayor may appoint
one person to serve as Director of two or more departments, or may
appoint the Chief Administrator to serve as Director of one or more
departments.
C.
The Mayor may remove a Director after notice to Council
and an opportunity is afforded to the Director to be heard before
Council. Any such hearing shall be conducted within 21 days of the
notice to Council, unless the time is extended by the Mayor. Removal
may be effective upon conclusion of the hearing, at the Mayor's discretion.
