All administration of planning, zoning, and
subdivision and land development in the Municipality shall be carried
out by the Municipality.
A.
Council shall adopt a Comprehensive Plan, Zoning Ordinance
and Map, and Subdivision and Land Development Ordinance subject to
the provisions of the Pennsylvania Municipalities Planning Code (Act
247 of 1968) [1] as now or hereafter amended, supplemented, reenacted or
supplied.

B.
The Comprehensive Plan shall serve as a guide to all
future Council action concerning land use and development regulations
and expenditures for capital improvements.
Council shall appoint a Planning Commission
which shall function as prescribed in Act 247.[1]

Council shall adopt a building and plumbing
code whose minimum standards shall be no lower than the Building Officials
Code of America (BOCA) and its supplements.
Council shall require proposals for land subdivisions,
rezoning, projects or other uses of land having or likely to have
environmental impact to contain an environmental impact statement
related to the proposed development, including but not limited to
the effect of the proposed use on all public facilities, drainage
systems, sanitary facilities, traffic flow, public safety, schools
and recreation. Procedures for the environmental impact statement
shall be included in the Administrative Code.
