It is the purpose of this article to establish a program whereby leaves are collected so as to avoid burdening landfills.
As used in this article, the following terms shall have the meanings indicated:
LEAF or LEAVES
All leaves falling from outdoor trees onto a property and which are raked or collected in some manner by the property owner or his tenant, agent, or contractor.
YARD WASTE
Small twigs and branches which are no more than 48 inches long or no more than three inches in diameter. Yard waste does not include grass clippings.
A. 
All residents of the municipality shall, as required, place all leaves and/or yard waste at the boundary of their property and the public right-of-way for collection by the current trash/recycling hauler. Leaves must be placed in biodegradable bags as obtained via local vendors. Yard waste must be tied into bundles, which are to be no more than 48 inches long and no more than three inches in diameter. Leaves/or yard waste shall not be placed in plastic bags, boxes, paper bags, or any other container other than the biodegradable bags.
B. 
Leaves and yard waste shall be placed at the edge of the public right-of-way in a clean and loose condition and shall be free of any other household garbage or other trash or refuse.
C. 
It shall not be a violation of this article for a person to either compost leaves or allow leaves to remain on his or her own lot.
The Council of the Municipality of Murrysville, in conjunction with the leaf collection agent, shall declare collection dates for leaves and suitable yard waste when climate or other conditions render it appropriate. To establish a collection date, an advertisement of collection schedule shall be placed in the newspaper-of-record, municipal Web site, and municipal cable access channel at least one week prior to collection.
Residents shall be invoiced by the current trash/recycling hauler in accordance with the current trash/recycling contract in effect.
