GENERAL REFERENCES
Parks and recreation areas — See Ch. 225.
There is hereby established an organization which shall be known as the "Parks and Recreation Committee for the Municipality of Norristown."
The purpose of the Committee shall be to advise and make recommendations to the Municipal Council on the formulation of plans, policies and budget priorities for the operation of the Parks and Recreation Department of the Municipality of Norristown or such other duties specified by the Municipal Council.
The Committee shall consist of seven members. All members shall be residents of the Municipality of Norristown. Applications for membership shall be reviewed by the Search Committee, with qualified names to be submitted to the Municipal Council with recommendations for appointment. All appointments to the Committee shall be made by the Municipal Council. The Municipal Council may make additional appointments to the Committee of individuals or organizations living or operating within the Municipality who shall serve in an advisory and nonvoting capacity on the Committee.
A. 
The officers of the Committee shall consist of a Chair, a Vice Chair and a recording secretary. Unless otherwise ordered by the Municipal Council, organization of the Committee shall take place at the first meeting of every calendar year. At the organization meeting of the Committee, the first order of business shall be to nominate and elect the officers to a term of office for a period of no more than one year. Any officer shall be eligible to succeed himself, but no person shall be elected to the same office for more than two successive terms.

The duties of the officers shall be those usually pertaining to their respective offices, as defined in the parliamentary authority adopted, or as may be specified by the Municipal Council.

The Committee shall meet at least once a month.
B. 
The Chairman shall have power to call special meetings of the Committee at any time upon such reasonable notice as he may determine. The time and place of holding meetings, regular or special, shall be designated by the Chair.
C. 
It shall be the responsibility of the Committee to cause a written report to be promptly distributed to the Municipal Council after each regular or special meeting of the Committee summarizing the activities of the Committee.
The rules contained in Robert's Rules of Order shall govern the meetings of this organization.
A. 
Members shall be appointed for five-year terms, with the original appointments to be staggered so that the term of one member expires annually.
B. 
If any member of the Committee shall cease for any reason to be a member prior to the expiration of his term, his membership shall automatically terminate at such time, and the vacancy so caused shall be filled by the Municipal Council, by appointment for the balance of the term.
If a member is absent from three consecutive meetings without good cause, his term shall be considered as terminated.
