It is the desire and intention of the Township
of Palmer, County of Northampton and State of Pennsylvania to organize
a joint municipal sewer authority with the Boroughs of Tatamy and
Stockertown and the Townships of Bushkill and Plainfield, and such
other municipalities as may in the future become members of the same,
under the authority of the Municipal Authorities Act of 1945, approved
May 2, 1945, designated Act No. 164, together with all supplements
thereof and amendments thereto, for the purpose of exercising and
enjoying all the powers of the Act, as supplemented and amended.
The proposed Articles of Incorporation of said
Authority, in full, are as follows:
A.
The name of the Authority shall be "Bushkill - Lower
Lehigh Joint Sewer Authority."
B.
No other Authority has ever been organized in the
Borough of Tatamy or the Borough of Stockertown, nor in the Townships
of Bushkill and Plainfield, all located in the County of Northampton
and State of Pennsylvania, under any Act of the Commonwealth of Pennsylvania;
neither is the Borough of Tatamy or the Borough of Stockertown, or
the Townships of Bushkill and Plainfield a party in any Authority
which services the said municipalities for any purpose. The Township
of Palmer formed the Palmer Township Municipal Sewer Authority on
the 20th day of January 1964, on which date it was incorporated.
C.
The incorporating municipalities will be the Borough
of Tatamy and the Borough of Stockertown, and the Townships of Palmer,
Bushkill and Plainfield. The address of the office of the Borough
of Tatamy is 518 Broad Street, Tatamy, Pennsylvania; and the address
of the office of the Borough of Stockertown is Borough Hall, 212 Main
Street, Stockertown, Pennsylvania. The address of the office of Palmer
Township is 3245 Freemansburg Avenue, Easton, Pennsylvania. The address
of Bushkill Township is 423 West Moorestown Road, Nazareth, Pennsylvania.
The address of Plainfield Township is R. D. No. 3, Nazareth, Pennsylvania.

The said Authority shall be for the purpose
of acquiring, holding, constructing, improving, maintaining and operating
sanitary and storm sewers or parts thereof in portions of the Borough
of Tatamy, Borough of Stockertown and Townships of Palmer, Bushkill
and Plainfield, and for doing any and all lawful things necessary
for said purposes; and further, the Authority may enter into agreements
with neighboring municipalities in order to accomplish said purposes.
The Board of Supervisors of Palmer Township
is hereby authorized and directed to do and perform every lawful requisite
and convenient thing for the organization of the said Authority which
is provided and authorized by said Act of 1945, as supplemented and
