There is hereby created a township planning agency which shall be known as the "Palmer Township Planning Commission," hereinafter called the "Commission."
The Commission shall have not less than five nor more than seven members, all of whom shall be residents of Palmer Township. The members shall be appointed by the Palmer Township Board of Supervisors for four-year terms. One of the members of the Commission may be a township employee.
When a vacancy occurs in Commission membership, the Palmer Township Board of Supervisors may appoint a qualified person to fill the unexpired term.
The Township Engineer and Solicitor shall sit with the Commission in an advisory capacity. The Supervisors may also provide the Commission with a recording secretary.
Each year the members of the Commission shall elect a Chairman, Vice Chairman and Secretary. The Commission shall make a short yearly report to the Palmer Township Board of Supervisors and may adopt bylaws not inconsistent with this ordinance or other applicable legislation.
The Commission shall, with regard to planning, have the following powers:
A. 
Prepare a Comprehensive Plan.
B. 
Maintain and keep records.
C. 
Make recommendations to the Board of Supervisors and the Zoning Hearing Board.
D. 
Prepare suggested amendments to the Zoning Ordinance, Land Subdivision or Planned Residential Development Ordinances, or other related ordinances, including the Building or Housing Code.
E. 
Study the growth of the township, and things related thereto, including safety and environment, and report on the same.
F. 
Review, administer and report on proposed land subdivision plans, planned development and zoning special exceptions, conditional uses and variances.
G. 
Make recommendations and reports to other governmental agencies, and promote public interest in planning.
H. 
At the request or authorization of the Palmer Township Board of Supervisors, prepare a new zoning, land subdivision, planned residential development or other similar ordinance or map.
I. 
Give notice and hold public hearings consistent with the foregoing.
All ordinances inconsistent herewith are hereby repealed.
