A.
Deadline.
(1)
The applicant is responsible to ensure that the final
plan as approved by the Township Supervisors is recorded in the office
of the Recorder of Deeds of the county within 90 days of such final
approval. In such case, the applicant shall mail or deliver a receipt
of the recording to the Township offices.
(2)
If the final plan approval included official conditions
that must be met prior to recording, then the plan shall be recorded
within 90 days following the compliance with such conditions, up to
a maximum total of one year following the final plan approval.
(3)
In any case, specific extensions of these time periods
may be granted in writing by the Township Supervisors.
B.
At its option, the Township may voluntarily agree
in advance to record a final plan, in which case the applicant shall
compensate the Township for such costs.
C.
The final plan shall not be recorded unless the applicant
proves that they have met all required conditions that the Township
staff and/or Township Engineer determine would impact the recorded
final plan. No construction of buildings or sale of lots shall occur
until after a plan is recorded. All subdivisions shall be recorded.
In addition, all land developments shall be recorded if the plan would
involve the dedication of land to the Township or PennDOT or if the
Board of Supervisors require the plan to be recorded.
D.
The Board of Supervisors may determine that Township
approval has expired regarding a subdivision plan that was not recorded
within the time limits of this section.
The applicant shall provide to the Township
one Mylar copy and four paper clear and legible copies of the recorded
final plan (also known as the "record plan"), in addition to providing
a Mylar copy to the county (or whatever form is required by the county).
The Township copies shall be made after recording and shall be exact
copies of those portions of the approved final plan that the Township
requires to be recorded. Such recorded final plan, at a minimum, shall
include all of the following:
A.
Street rights-of-way.
B.
Any common open spaces.
C.
Easements and any covenants that the Township required
to be placed on the final plan.
D.
Lot lines and lot dimensions.
E.
Waterlines, sanitary and storm sewer lines and stormwater
drainage facilities.
F.
The required signatures of Township officials and
the JPC staff.
G.
Notations stating whether the streets, any common
open space and other proposed improvements are to be offered or not
offered for dedication to the Township.
B.
Private improvements. Every street, park or other
improvement shown on a subdivision or land development plan that is
recorded, as provided herein, shall be deemed to be a private street,
open space or improvement until such time as it may be offered and
officially accepted for dedication to the Township or is duly condemned.
C.
Dedication of improvements. The record plan shall
state by formal notation whether the streets, any common open space
and other proposed improvements are proposed to be offered or not
offered for dedication to the Township.
A.
Submission. Simultaneously with the conveyance of
the respective subdivision improvements, the subdivider shall provide
one Mylar reproducible and three clear light background paper prints
of the record final plan. Prior to submitting these plans, one clear
light background paper print shall be submitted to the Township Engineer
for review.
B.
Information. The location of improvements and other
data shall conform to the final plan requirements of this ordinance.
All construction changes shall be noted by drawing a line through
the design data and showing the postconstruction data adjacent thereto.
The following specific information shall also be noted:
(1)
Water distribution system: stationing of each gate
valve, bend, tee, cross, plug and lateral. Each curb stop and valve
box shall be stationed and defined with a reference tie when necessary.
The location of the water main with respect to the street center line
or utility easement shall be shown and dimensioned.
(2)
Sanitary sewerage system: depth, length and station
of each lateral. In the case of skewed laterals, an additional reference
tie shall be provided. Stationing shall be based on the commonly accepted
practice of using Station 0 + 00 for the nearest downstream
manhole.
(3)
Storm sewerage system: invert elevations, sewer lengths,
slopes, pipe diameters and types.
(4)
Streets: postconstruction curb and/or pavement grades
for intersections. Any significant deviations from the record center-line
profile shall be noted on the plan.
