The office of Borough Manager is hereby created in the Borough of Pen Argyl.
A. 
The Borough Manager shall be appointed by a sufficient majority of the Council, pursuant to the provisions of the Borough Code, 53 P.S. § 45101 et seq.
B. 
The Borough Manager may be removed by the Council also pursuant to the requirements of the Borough Code as are at that time in effect.
The Manager shall be chosen by the Council and shall be a non-civil service management level employee. The Manager need not be a resident of the Borough of Pen Argyl at the time of his selection or later, unless specifically required by the Borough Council.
The salary of the Borough Manager shall be determined from time to time by the Borough Council.
The Borough Manager shall be the chief administrative officer of the Borough and shall be responsible to the Council as a whole for the proper administration of the Borough's affairs. The precise duties of the Borough Manager shall be as prescribed by the Borough Council in a job description prepared by the Borough Council, which may be amended from time to time.
The Mayor is hereby authorized by the Council to delegate to the Borough Manager such of his nonlegislative and nonjudicial powers and duties that the Mayor should choose to delegate. Any such delegation is subject to revocation by the Mayor at any time.
The Council may, by vote of the Council, designate an individual to serve as acting Borough Manager in the absence or disability of the Borough Manager, with the same powers and duties as the Borough Manager.
