No person shall distribute any handbill or other advertising matter whatever in the Borough by casting or scattering the same upon any of the streets, sidewalks, alleys or public places in the Borough or by placing the same upon any vehicle located thereon, provided that this shall not prevent any person from handing any noncommercial literature of any nature, upon any of the streets, sidewalks or alleys in the Borough, to any person willing to receive the same.

Any person violating any provision of this chapter, upon conviction before the District Justice, shall be guilty of a summary offense and shall be subject to pay a fine not less than $25 nor to exceed the maximum fine of $300, plus costs of prosecution, or to undergo imprisonment for a term not exceeding 90 days, or both. Each day that such violation continues shall constitute a separate offense.
