The Shade Tree Commission is hereby established. The purpose of said Shade Tree Commission shall be to supervise, manage and regulate the planting and seeding of shade trees throughout the City of Scranton.
The Shade Tree Commission is authorized to receive funds from grants and any other source in order to fulfill the purpose of this Article.
Commission members shall be appointed by the Mayor, with the advice and consent of City Council.
A. 
The Shade Tree Commission shall consist of five (5) members, each of whose term shall be for a period of five (5) years except the original appointments made pursuant to this Article:
(1) 
One (1) member shall be appointed for one (1) year.
(2) 
One (1) member shall be appointed for two (2) years.
(3) 
One (1) member shall be appointed for three (3) years.
(4) 
One (1) member shall be appointed for four (4) years.
(5) 
One (1) member shall be appointed for five (5) years.
B. 
Said term shall expire at a specific time. If a vacancy should exist in the membership because of death, resignation or any other reason then the new appointee shall serve for the remainder of the term of the person whom he succeeds. After the original appointments, all terms shall be for five (5) years.
The membership, at their first organizational meeting, shall appoint a chairman and Cochairman of the Commission whose term of office shall be for a period of one (1) year.
