Each city department, bureau and office, including the Office of Economic and Community Development, shall charge a fee of $0.25 per page for copies of any records, documents, ordinances, resolutions and maps provided to any person, firm or corporation. If the time required to copy such documents, records, ordinances, resolutions and maps exceeds 15 minutes, then an additional fee of $5 per half hour or fraction thereof shall be charged to cover the salary and other costs, including fringe benefits, of the city employee performing such copying. Except as provided below, payment shall be made to the City Treasurer, checks payable to the City of Scranton, and, if payment is made in cash, a receipt shall be required prior to the provision of copies. If payment is made by check, which is subsequently dishonored, a check service fee of $25 is authorized, in addition to any costs of collection, including but not limited to court costs, filing fees and the salary or fee per hour of any attorney or solicitor required to prepare for and attend a hearing on behalf of the city. The City Treasurer shall pay the Office of Economic and Community Development copier moneys over the Office of Economic and Community Development miscellaneous revenue account; all other moneys received for copies shall go into the general fund.
A. 
The provision of police, fire, detective and ambulance reports, previously provided for by Article II, Police Department Reports, of this chapter, shall be exempted from the fees prescribed in § 226-4, as Article II remains in full force and effect.
B. 
The provision of documents, reports, ordinances, resolutions and maps to governmental agencies shall be exempted from the fees prescribed in § 226-4.
C. 
The provision of bid specifications to persons wishing to bid for city contracts shall be exempt.
D. 
Where another ordinance sets a specified fee for the provision of documents or records, including but not limited to Article I, Birth Certificates, such article shall control, and the fee specified in § 226-4 shall not apply.
E. 
Nothing herein shall be construed to prohibit the provision of information by city employees in the normal course of business, where necessary to carry out city responsibilities.
Nothing in this section shall be construed to authorize the disclosure of documents, records, files, including but not limited to investigative files, such as police, work-product of attorneys, trade secrets or other confidential material, otherwise protected against disclosure by law, rules of court, rules and regulations of the Scranton Civil Service Commission, or other agencies.
The City Treasurer is hereby authorized to prescribe forms and procedures to implement payment procedures consistent with this section. The Business Administrator is hereby authorized to prescribe rules and regulations concerning the making of copies and payment procedures for such times that the City Treasurer's office is not open to receive cash payments or to prescribe procedures for the handling of requests of copies where the total charge does not exceed $1. Such rules and regulations shall be promulgated in accordance with § 6-11 of the Administrative Code (Chapter 6, Administrative Code).
