This chapter shall be known as the "Antiloitering Ordinance."
The Supervisors of West Lampeter Township are cognizant of the problems caused by unregulated gathering of persons on the premises of places of business, particularly on parking lots, when said places of business are closed, with the resultant misconduct, noise of vehicles and dropping of refuse, and they enact this chapter to protect the peace, safety and welfare of the inhabitants of the Township.
It shall be unlawful for any person or persons to loiter, either on foot or in a vehicle, around and about the premises of a place of business, such as but not limited to gas stations and diners, when such place of business is not open for business.
Any person violating the provisions of this chapter shall after conviction in a summary proceeding before a District Justice, be fined $10 for the first offense and $25 for any subsequent offense, and in default of payment shall under go imprisonment in Lancaster County Prison for a period not exceeding five days for the first offense, and not exceeding 10 days for any subsequent offense.
