Whenever any private function or event is proposed within the Township
of Willistown, Chester County, Pennsylvania, including but not limited to
the operation of stores and markets, athletic or sporting events or social
functions, but excluding gatherings for religious worship, at which it is
anticipated there will be assembled large numbers of persons or concentrations
of vehicular traffic and for which request is made to the Township for extraordinary
police services over and above the then currently scheduled tours of duty
of said Township's Department of Police, the Chief of Police or, in his
absence, the Acting Chief of Police may, upon payment to the Township of the
amounts and in the manner hereinafter specified, supply such number of police
as have been requested and are available and as, in his judgment, are required
to supervise and police said functions.

There shall be paid to the Township Treasurer for the extra police service
provided hereunder compensation at the hourly rate prescribed annually by
the Board of Supervisors. At the close of the function or event, the actual
time worked shall be calculated and payments made to the Township within five
days upon receipt of invoice.

The Chief of Police shall keep and furnish promptly to
the Board of Supervisors an accurate record of the hours worked by all officers,
pursuant to this article, and extra compensation shall be paid to each such
officer, at the rates fixed hereinabove, for all time worked pursuant to this
article beyond his regularly scheduled tour of duty (including overtime worked
in performance of regular Township police duties as requested by the Chief
of Police) less the same deductions made from his usual compensation at appropriate
rates.

The Board of Supervisors may forbid or limit the furnishing
of such service if, in its opinion after consultation with the Chief of Police,
the normal or necessary functions of the Police Department are being, or are
likely to be, adversely affected.
