As used in this chapter, the following terms shall have the meanings indicated:
PUBLIC EXPOSITION
Any gathering sponsored, promoted or organized by any person, group, organization, institution or other entity, whether or not for profit, which is intended to or will bring together groups of people, either outdoors or in structures temporarily erected for the purpose of such gatherings, including by way of example but not limited to events such as horse shows, race meets, fairs, carnivals, concerts and shows.
No public exposition shall be conducted in Willistown Township without a permit first having been had and obtained. Application for such permit shall be made at the township offices and, if the township shall have prescribed a form for applying for such permits, shall be made on such forms. The township shall have the right to reject, without any other reason therefor, any application not made at least two weeks prior to the first day of the proposed exposition.
A. 
In order to accomplish the purposes for which this chapter is enacted, each public exposition shall comply with the following regulations:
(1) 
Adequate sanitary facilities shall be provided.
(2) 
Adequate parking facilities shall be provided.
(3) 
Adequate provision for traffic and crowd control shall be made.
(4) 
Adequate provision for containment and disposal of garbage, trash and other refuse shall be made.
(5) 
Hours for the operation of the exposition shall be specified and shall be such as will not unduly disturb the peace of the township.
B. 
Such other terms and conditions of operation shall be specified so as to ensure that the public exposition shall be conducted in a safe and healthful manner.
C. 
These regulations may be modified or amended at any time and from time to time by resolution of the Board of Supervisors.
Upon submission of a properly completed and executed application (together with such supporting materials as may be required) demonstrating compliance with the terms of this chapter and the regulations applicable to public exposition as the same may be in force at the time of said application, and upon payment of the fee for the issuance of such permit, a permit shall be issued for the proposed public exposition.
The fee for the issuance of such permit shall be $25 for each day or portion thereof during which the exposition is to be held or to be in operation. Such permit shall be valid only for the person, group, organization, institution or entity to whom or to which the permit shall have been issued.
No unnecessarily loud noises shall be permitted to issue from the premises upon which the exposition is being held or operated.

It shall be a violation of this chapter to hold or operate a public exposition without first having obtained a permit therefor, to violate any of the terms of this chapter or to fail to comply with any of the provisions or representations of any application pursuant to which a permit is issued. Any violation of this chapter shall be punishable by a fine not exceeding $300, plus the costs of prosecution, or, in default of payment thereof, by imprisonment for a term of not more than 30 days, in the discretion of the Justice before whom the conviction is obtained. Each day a public exposition is held or operated in violation of this chapter shall constitute a separate offense.
